Adoption of the <br />Consent Agenda approved the annual performance review for Public Works Worker Paul <br />Christianson. <br /> <br />Approve Annual Performance Review for Finance and Public Works Administrative <br />Assistant Amber Lozier <br /> <br />Amber Lozier was hired as the Finance and Public Works Administrative Assistant on October <br />8, 2018. Amber Lozier had worked for the City as a temporary scanning technician since <br />February, 2015. Adoption of the Consent Agenda approved the Annual Performance Review <br />for Amber Lozier. <br /> <br />Approve Resolution Approving Preliminary Tax Levy for 2022 <br /> <br />At its August 19, 2021, Midyear Budget Workshop, the City Council listened to a presentation <br />from Interim Finance Director Anna Wobse highlighting revenues and expenditures to-date as <br />well as projections for the 2022 fiscal year. It was the consensus of the Council that the 2022 <br />preliminary tax levy provide for no increase in the urban tax rate. The total proposed 2022 <br />property tax levy of $9,590,175 would keep the urban tax rate at 39.294% of tax capacity. Staff <br />believed this levy was sufficient to fund the operating and capital budgets in 2022 and meet the <br />objectives of the City Council. Adoption of the Consent Agenda approved RESOLUTION <br />2021- 62 APPROVING PRELIMINARY TAX LEVY PAYABLE IN 2022. <br /> <br />Approve the Donation to the Hugo Fire Department from the Hugo American Legion <br /> <br />The Hugo American Legion donated $2,000 to the Hugo Fire Department for equipment and <br />training. Donations to the Fire Department must be approved by the City Council. Adoption of <br />the Consent Agenda approved the $2,000 donation from the Hugo Legion to the Fire <br />Department. <br /> <br />Approve Encroachment Agreement for Fence at 6175 135th Street North <br /> <br />Mayleigh and Otho Farrow had requested an encroachment agreement to allow construction of a <br />fence within a drainage and utility easement on property located at 6175 135th Street North. <br />Adoption of the Consent Agenda approved REOLUTION 2021-63 APPROVING AN <br />ENCROACHMENT AGREEMENT FOR MAYLEIGH AND OTHO FARROW TO ALLOW <br />CONSTRUCTION OF A FENCE WITHIN A DRAINAGE AND UTILITY EASEMENT ON <br />THE PROPERTY LOCATED AT 6175 135TH STREET NORTH. <br /> <br />Approve Payment Voucher No. 2 for the 2021 Downtown Improvement/Lions Park <br />Project <br /> <br />Peterson Companies, Inc. had submitted Pay Voucher No. 2 in the amount of $581,383.57 for <br />work certified through August 31, 2021, on the 2021 Downtown Improvement/Lions Park <br />Project. Storm sewer work along 147th Street and Flay Avenue was completed and concrete <br />curb and gutter had been installed along portions of 147th Street and Flay Avenue. Adoption of
