May 15, 2021 PC Minutes <br />Page 2 <br />Commissioner Arcand asked staff if the applicant is the same developer that applied for approval in <br />2007 for the same site. Staff stated that they are not the same developer from the previous <br />application. <br />Steve Johnston with Elan Design Lab addressed the Planning Commission on behalf of the applicant <br />and stated that they are in agreement with the information presented by staff. <br />Commissioner Petty asked about the price for each unit. Norm Dupre of Oneka Lake Reserve LLC <br />addressed the Planning Commission and stated that the price per unit is still unknown at the time. <br />Public Hearing opened at 7:21pm. <br />Jeanne Woeltge, 6103 150th Street North: Woeltge wanted to know if the residents in the adjacent <br />townhome units would be taxed for the sidewalk on 150th Street North, what type of trees the <br />applicant is proposing, and the length of the construction period. Staff answered that no adjacent <br />properties will be assessed for the development and that there will be a variety of trees on site. <br />Sandy Beck, 6125 1515Y Street North: Beck asked about the expansion of the development's <br />stormwater pond and whether or not the developer can access the pond on her property. Staff stated <br />that the City of Hugo has drainage and utility easements over the stormwater management pond <br />located on her property. The developer is proposed to expand grading within the drainage and utility <br />easement, which may be on someone else's property. <br />Mark Lambert, Summit Management LLC, 6770 Stillwater Boulevard, Stillwater, MN 55082: Lambert <br />stated that they are the owner of Hugo Estates directly west of the property and they are in support of <br />the proposed applications.) <br />Karen Bergmeier, 6115 150th Street North: Bergmeier is concerned about the traffic and stated that <br />there are existing congestion problems around the adjacent properties. There are often many vehicles <br />parked along the street and kids that like to play in the street. Bergmeier asked if the developer can <br />construct a road through Hugo Estates and out to Highway 61. Staff stated that the City cannot require <br />offsite improvements or access. <br />Phillip Schaetzel, 6130 1501h Street North: Schaetzel stated that they enjoy the quiet neighborhood and <br />a 40 unit development will add even more kids playing in the street. <br />Chair Kleissler asked Staff to address speed limit and emergency access. Juba stated that the roads are <br />30 miles per hour but the development will have private roads. Kleissler suggested a pedestrian <br />crosswalk on 150th Street North. Dupre addressed the Planning Commission and stated that typically <br />each phase of the development would take a year, however, with current material shortages the <br />timeline is difficult to predict. <br />Arlie Ferry, 6104 150th Street North: Ferry asked what the building setback will be from the east <br />property line. Juba stated that the units will be 25 feet from the east property line. Ferry also asked <br />
