October 29, 2020
Page 3
Landscape Appeal
• Natural or more manicured
1. Blend of both — have areas of focused planting areas while the
playground space can become blended with the landscape
• Determine the maintenance necessary of each
• Where is shade important
1. natural shade throughout entire park and blending in with the
surroundings is important
2. What is shown in master plan looks good- but make sure there is
an adequate amount in the playground area
e. Active Recreation
• What should be in the community sports pad
1. Tennis is lacking in community, still demand
2. Pickleball would be appropriate. 2 at Arcand but already desire
higher quality courts, have dedicated use, not over top of tennis
3. Basketball is well used
4. Possibly futsal — depends if there will be funding and space/fit
with park (min. 82' x 49'; max. 138 x 82')
5. An area for flexible space
6. No dedicated lawn games (keep informal)
• Skate Park: consider moving up by sports pad where more active
recreation is located and visible along a more used route
• General skating? Maintenance and condition?
1. No skating — many kids currently skate on ponds in their
neighborhoods & it is difficult to keep the ice frozen and in good
condition
2. Rink would be tough on turf
3. Hugo Elementary has a rink and is adding another for pleasure
skating
4. Hanifl building is designed to accommodate warming house so
that may be a better location
• Open lawn spaces or developed ballfield?
1. Remove NE ballfield
2. Have backstop with grass infield for SW ballfield
3. City is pushing to get more developed (T-Ball) fields located at
new elementary school (discuss with White Bear Lake LL)
4. Keep as much open/flexible lawn space as possible
• If developed, what level of programming and what are the impacts?
1. No programming —just for pick-up games
• Winter Activities
1. Walking, keep snow off. Are heated coils an option or too spendy
with different maintenance and replacement costs?
2. Fire pits
3. Building activities
Park / Community Events
• What activities could happen here? What events are desired?
1. Monthly Music & Movies in the park
2. Good Neighbor Days
3. Tour de Hugo
4. Larger Holiday events
K:\016969-000\Admin\Meeting\Steering Committee\Site\016969_2020-1029_Kick-off Meeting Site Minutes.docx
