G.6 Approve Resignation of Planning Commissioner Kim Luchsinger <br /> <br />At its October 16, 2017, the Council appointed Kim Luchsinger to serve as a commissioner on <br />the Planning Commission. Kim Luchsinger has submitted an email requesting Council accept her <br />resignation effective December 31, 2021. Staff recommends Council accept the resignation of <br />Planning Commissioner Kim Luchsinger. <br /> <br />G.7 Approve Minnesota Opioids State-Subdivision Memorandum of Agreement and <br />Resolution <br /> <br />The potential impacts of the Opioids crisis to Minnesota cities include an array of significant, <br />direct, and indirect costs to public health and public safety resources. The Minnesota Attorney <br />General’s Office joined a multi-state settlement with opioid distributors in the summer of 2021. <br />The total amount of this settlement is $26 billion and requires state and local governments to use <br />most of the money on abatement activities. Minnesota’s share could be as much as $337 million <br />over a period of several years. Cities with populations over 10,000 are being asked to sign on to <br />the national settlement. The more political subdivisions that sign onto the settlement agreement, <br />the more money Minnesota will receive in the settlement. Staff recommends Council approve the <br />MN Opioids State-Subdivision Memorandum of Agreement and the Resolution. <br /> <br />G.8 Approve Donation from the American Legion to the Hugo Fire Department <br /> <br />The Hugo American Legion would like to donate $1,000 to the Hugo Fire Department for <br />training and equipment. Donations to the Fire Department need to be approved by Council. <br />Staff recommends Council approve the donation of $1,000 to the Hugo Fire Department from the <br />Hugo American Legion. <br /> <br />G.9 Approve Donation from National Contractor License Agency to the Hugo Fire <br />Department <br /> <br />National Contractor License Agency, Inc. would like to donate $2,500 to the Hugo Fire <br />Department. Donations to the Fire Department need to be approved by Council. Staff <br />recommends Council approve the donation of $2,500 to the Hugo Fire Department from the <br />National Contractor License Agency. <br /> <br />G.10 Approve Amendment to Compost Site Cooperative Agreement with Washington <br />County <br /> <br />In June, 2019, Council approved a Cooperative Agreement and Lease for the City’s Compost <br />Site at 5527 170th Street. A similar agreement was made with Daniel Bayless, the owner of the <br />property to the east of the Compost Site, expanding the operation. Washington County took over <br />the management of the site to service all of Washington and Ramsey County temporarily until a <br />permanent location in Forest Lake is completed. This is expected to be done sometime during <br />the summer of 2023. The lease agreement with the City and Bayless runs concurrently for one <br />year ending on December 31, 2022. The County is requesting the City approve an amendment to <br />the cooperative agreement to extend the lease until December 31, 2023. The County has already <br />secured the extension of the lease from Dan Bayless. Staff recommends Council approve <br />Amendment No. 1 of the Cooperative Agreement with Washington County for the Hugo Yard <br />Waste Collection Site.
