In particular, we have reviewed <br />the following plans related to this particular request: <br /> <br />• Rice Lake Reserve 2nd Addition Construction Plans dated 10/16/20 by Carlson McCain <br />• Rice Lake Reserve 2nd Addition Final Plat by Carlson McCain <br />• Rice Lake Reserve Final Grading Plan dated 11/10/21 by Carlson McCain <br />• Rice Lake Reserve Phasing Plan dated 1/25/22 by Carlson McCain <br /> <br />Based on the review of the final plat documents, we offer the following comments related to this <br />application: <br /> <br />Final Plat <br /> <br />1. The final plat is consistent with the preliminary plat documents. <br />2. Outlots A and B are appropriately encompassed in drainage and utility easements. <br />3. Front, side, and rear yard drainage and utility easements are shown. Easements where <br />storm sewer extends between lots are identified with appropriate widths. <br /> <br />Development Agreement <br /> <br />4. There are a number of development fees outlined within the City’s Fee Schedule that will <br />become due as part of the final plat. The Development Fees are included in the <br />Development Agreement. <br /> <br />Grading, Phasing, Street, and Utility Plans <br /> <br />5. Staff is working through remaining comments with Carlson McCain on grading, street and <br />utility construction plans. We do not expect that any remaining plan changes will have an <br />impact on the final plat. We will issue the construction plan approvals once the remaining <br />comments have been resolved. <br /> <br />6. Updated project phasing has been reviewed and the project can be constructed in a manner <br />that allows street and utility construction to occur without extending into or coming from future <br />phases.
