The school will be used for their pre-k <br />through 2nd grade education program. <br /> <br />4. CONTEXT: <br /> <br />A. Surrounding Land Use and Zoning <br /> <br />The properties to the north, west, east, and south are zoned Agricultural (AG) and are occupied <br />by agricultural uses and homes on large lots. <br /> <br />B. Natural Characteristics of Site <br /> <br />The site is 8.97 acres and consists of the existing elementary school and associated fields and <br />parking. The property does not have wetlands on site. <br /> <br />5. ANALYSIS: <br /> <br />A. Level of City Discretion in Decision-Making <br /> <br />The City’s discretion in approving or denying a site plan is limited to whether or not the <br />proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If <br />it meets these standards, the City must then approve the site plan. <br /> <br />B. Consistency with Ordinance Standards <br /> <br />Site Plan <br /> <br />Elementary School <br /> <br />The site consists of the elementary school and community gymnasium and is approximately <br />33,000 square feet. The applicant is proposing an approximately 1,800 square foot addition to <br />create a canopy at the main entrance. There will also be an addition to the existing parking lot on <br />the east side of the building. The additional parking allowed for better circulation for drop-off <br />and pick-up. The school does not have busing, it is all parent drop-off and pick-up. The applicant <br />is also planning on interior renovation of the school. <br /> <br />Setbacks <br /> <br />All setback requirements have been met with this application. <br /> <br />Streets and Access <br /> <br />The existing site has access from 122nd/CR 7. The site has sufficient access and the proposed <br />additions does not require additional access. <br />
