DESCRIPTION OF REQUEST: <br /> <br />The applicant is requesting preliminary plat approval for 59 lots and 2 outlots on approximately <br />70 acres, 36.7 acres of buildable land, to be known as “Goodview Estates”. The outlots within <br />the plat contain stormwater ponds and wetlands. The net density of the project is 1.6 units per <br />acre. <br /> <br />3. CONTEXT: <br /> <br />A. Surrounding Land Use and Zoning <br /> <br />The properties to the north are zoned Single Family Detached Residential (R-3) and are guided <br />as Low Density Residential (LD) in the 2040 Comprehensive Plan. They are residential lots in <br />the Birch Tree Pond neighborhood. The properties to the east are Future Urban Service (FUS) <br />and are guided as Low Density Residential (LD). They are five acre lots and occupied by single <br />family homes. The properties to the south are zoned Planned Unit Development (PUD) and <br />Single Family Detached Residential (R-3) and are guided as Low Density Residential (LD). <br />They are a mix of larger lots and the residential lots in the Adelaide Landing development and <br />are occupied by single family homes. The property to the west is zoned Planned Unit <br />Development (PUD) and guided as Low Density Residential (LD). The property is developed <br />with residential lots and single family homes in the Adelaide Landing development. <br /> <br />B. Natural Site Characteristics <br /> <br />The property is generally flat and contains wetlands, ditches, and several trees. The existing <br />home and accessory building on the property is proposed to be removed or demolished. <br /> <br />4. ANALYSIS: <br /> <br />A. Level of City Discretion in Decision-Making <br /> <br />The City’s discretion in approving or denying a preliminary plat is limited to whether or not the <br />proposed plat meets the standards outlined in the Comprehensive Land Use Regulations. If it <br />meets these standards, the City must approve the preliminary plat. <br /> <br />B. Consistency with Ordinance Standards <br /> <br />Development Phasing <br /> <br />The development is proposed to be completed in one phase. <br /> <br />Lot Size <br /> <br />The R-3 zoning district requires a minimum lot size of 10,400 square feet and a minimum lot <br />width of 80 feet.
