Goodview Estates Preliminary Plat
Page 2

2. DESCRIPTION OF REQUEST:

The applicant is requesting preliminary plat approval for 59 lots and 2 outlots on approximately
70 acres, 36.7 acres of buildable land, to be known as “Goodview Estates”. The outlots within
the plat contain stormwater ponds and wetlands. The net density of the project is 1.6 units per
acre.

3. CONTEXT:

A. Surrounding Land Use and Zoning

The properties to the north are zoned Single Family Detached Residential (R-3) and are guided
as Low Density Residential (LD) in the 2040 Comprehensive Plan. They are residential lots in
the Birch Tree Pond neighborhood. The properties to the east are Future Urban Service (FUS)
and are guided as Low Density Residential (LD). They are five acre lots and occupied by single
family homes. The properties to the south are zoned Planned Unit Development (PUD) and
Single Family Detached Residential (R-3) and are guided as Low Density Residential (LD).
They are a mix of larger lots and the residential lots in the Adelaide Landing development and
are occupied by single family homes. The property to the west is zoned Planned Unit
Development (PUD) and guided as Low Density Residential (LD). The property is developed
with residential lots and single family homes in the Adelaide Landing development.

B. Natural Site Characteristics

The property is generally flat and contains wetlands, ditches, and several trees. The existing
home and accessory building on the property is proposed to be removed or demolished.

4. ANALYSIS:

A. Level of City Discretion in Decision-Making

The City’s discretion in approving or denying a preliminary plat is limited to whether or not the
proposed plat meets the standards outlined in the Comprehensive Land Use Regulations. If it
meets these standards, the City must approve the preliminary plat.

B. Consistency with Ordinance Standards

Development Phasing

The development is proposed to be completed in one phase.

Lot Size

The R-3 zoning district requires a minimum lot size of 10,400 square feet and a minimum lot
width of 80 feet. The lot sizes range between 27,326 and 10,405 square feet, with an average lot
