Hugo City Council Meeting Minutes for October 3, 2022 <br />Page 7 of 9 <br /> <br /> <br />Richard Hogan stated that no one is directly on the road. He also expressed disappointment at <br />Pulte Homes saying the City should use extreme discretion if considering Pulte as a developer in <br />the City. <br /> <br />Al Czaia,15362 Freedom Drive North, said he has lived in the City for three years. He previously <br />worked for St. Paul where they assess for 100% of their projects. He asked if they would be <br />getting a bill in mail. <br /> <br />Erichson replied the Finance Director would be sending a mailer to inform property owners about <br />assessments. <br /> <br />There were no other comments and Weidt closed the public hearing. <br /> <br />There were two written objections to go on the record. One was from Debra Schreiner stating her <br />objection to the assessment. Another letter was from James Donaldson, 1540 Foster Drive North, <br />objecting to the assessment stating extensive damage was the result of new construction, and those <br />benefiting from the road should pay for it. <br /> <br />Miron talked about the costs of the project and pointed out the traffic signal and trail maintenance <br />did not increase the assessed cost to the residents. <br /> <br />Klein asked about curves in the road and the reason they are there. Erichson explained that curves <br />are often a strategy to reduce the speeds on the road. <br /> <br />Miron talked about how the assessment could have been applied to the HOA, but the feedback <br />from previous meetings was that the preferred way was to assess property owners. He asked if that <br />was Erichson’s recollection, and Erichson replied that it was. <br /> <br />Klein made motion, Petryk seconded, to approve RESOLUTION 2022-65 ADOPTING <br />ASSESSMENTS FOR THE 2022 ONEKA PARKWAY IMPROVEMENTS. <br /> <br />All Ayes. Motion carried. <br /> <br />Downtown Hugo Preliminary Plat and PUD <br /> <br />Community Development Director Rachel Juba explained Dennis Properties, LLC, was requesting <br />approval of a preliminary plat and planned unit development (PUD) to subdivide and master plan <br />property located on the west side of Egg Lake, east of TH61, to allow construction of five <br />buildings for a total of approximately 63,000 square feet. The PUD general plan was proposed for <br />the entire 4.2 acres of the property and would replace the previous PUD General Plan that was <br />approved in 2020. The property is owned by the City of Hugo, and there was a purchase <br />agreement with the applicant. <br /> <br />Juba reviewed the plan explaining there was a mix of uses including a restaurant, retail space and <br />offices. The plan also included a waterfront boardwalk. The preliminary plat included four lots <br />with building on each lot. An owners’ association would be created. <br />
