October 2022 <br /> <br /> <br />Alternative Urban Areawide Review Update Page 8 <br />Everton Avenue Neighborhood <br />City of Hugo, MN <br />WSB Project No. 020256-000 <br />36. The stormwater management plan outlined in Option C will be implemented by the <br />developers with oversight and review provided by the City. Through the use of this large, <br />centralized, regional stormwater management system in combination with some on-site <br />ponding, discharge rates can be maintained at pre-development rates for the study area, <br />including the collector roadways. This measure has been followed and will continue to <br />apply. <br /> <br />37. The developer shall be responsible to make certain that the site is graded ap propriately to <br />ensure adequate stormwater management is available to the extent necessary and will be <br />required to obtain the necessary permits for stormwater management and grading. This <br />measure has been followed and will continue to apply. <br /> <br />38. The RCWD requires stormwater treatment and infiltration. Any new development is required <br />to meet the most updated rules of the RCWD. This measure has been updated with this <br />AUAR update to remove old RCWD permit requirements. <br /> <br />39. It is anticipated that ditch blocks will be used along the regional system to prevent the <br />draining of adjacent wetlands. By maintaining the existing stormwater runout elevations, the <br />adjacent wetlands are not anticipated to be impacted. While the regional stormwater <br />management plan has been developed to minimize impact to wetlands, some wetlands may <br />be excavated or otherwise impacted once final plans are developed. Impacts to these <br />wetlands will be analyzed under sequencing standards and if impacts cannot be avoided, <br />they will be mitigated in accordance with the Wetland Conservation Act and Section 404 of <br />the Clean Water Act (U.S. Corps of Engineers). This measure has been followed where <br />needed and will continue to apply. <br /> <br />40. UPDATED: MPCA standards will be enforced for on-site sewage systems. Compliance will <br />be monitored as required. It is assumed that no new on -site sewage systems will be <br />constructed in the area. Reconstruction or rehabilitation of existing systems will be allowed <br />in areas of Large Lot Residential land uses. It is expected that any reconstruction or <br />rehabilitation of existing systems would be done in accordance with applicable standards . If <br />existing Subsurface Sewage Treatment Systems (SSTS) systems are discontinued, or if <br />unused SSTS are discovered, they will be properly abandoned and a County permit for <br />septic system abandonment will be obtained. This measure has been followed and will <br />continue to apply. <br /> <br />41. The study area (except the large lot areas) will be served by municipal sewer that flows to <br />the MCES Interceptor with eventual treatment at the MCES Wastewater Treatment Plant <br />facilities. Municipal sewer will be constructed as part of private development in the study <br />area. This measure has been followed and will continue to apply. <br /> <br />42. COMPLETED : A sanitary sewer lift station will be constructed by the development projects <br />in the northwestern portion of the study area. This item has been completed. Item <br />removed as it has been completed. <br /> <br />43. Many of the soils in the study area are classified as poorly drained. While these soils do not <br />always meet wetland criteria, they do pose constraints for construction. Housing <br />developments are anticipated to be clustered to avoid hydric soils. Construction will also <br />include slab-on-grade techniques to avoid problems in the study area associated with poorly <br />suited soils. The filling of large areas of unsuitable soils for residential construction will not <br />be permitted within the study area. This will be enforced through City plat review. This <br />measure has been followed and will continue to apply. <br />
