October 2022 <br /> <br /> <br />Alternative Urban Areawide Review Update Page 9 <br />Everton Avenue Neighborhood <br />City of Hugo, MN <br />WSB Project No. 020256-000 <br />44. The developer will be required to obtain soil borings to determine the suitability of soils for <br />construction. This measure has been followed and will continue to apply. <br /> <br />45. Mitigation includes the development of a spill response plan. For industrial and commercial <br />areas, spills will be reported to the fire chief and/or applicable City Staff. The fire chief and/or <br />applicable City Staff will in turn notify any other appropriate officials depending on the nature <br />of the spill. This measure has been followed and will continue to apply. <br /> <br />46. The individual waste hauler companies shall make residential and commercial recycling <br />programs available to landowners within the C ity of Hugo. General municipal waste will be <br />removed by these waste hauler companies. This measure has been followed and will <br />continue to apply. <br /> <br />47. Tanks and other potential pollutant sources will be removed in accordance with State <br />standards if they are encountered as part of development. This activity is ongoing. <br /> <br />48. The City of Hugo will monitor the volume and distribution of traffic from new development <br />within the Everton AUAR study area and will not permit new development to proceed before <br />necessary roadway improvements are completed. This activity is ongoing. <br /> <br />49. COMPLETED: The extension of 147th Street to the southwest would serve as a northern <br />bypass of downtown Hugo. This new roadway would also require intersection improvements <br />at 147th Street and TH 61. These improvements would include the widening of the roadway <br />to accommodate higher traffic volumes, turn lanes, and the potential relocation of the <br />Frenchman Road (CSAH 8)/TH 61 traffic signal. The reconstruction of this intersection wou ld <br />greatly assist in improving the operation and safety conditions that would potentially be <br />realized with the forecast traffic volumes. The design details of the roadway and the <br />intersection improvements will be further evaluated as additional developmen t plans are <br />proposed. The intersection improvements at TH 61/147th have been completed as <br />noted in the 2007 AUAR. Since then, the ROW for 147th Street has been obtained. This <br />roadway project has been completed. <br /> <br />50. COMPLETED: Congestion along Frenchman Road (CSAH 8) will be mitigated in the future <br />by the reconstruction and anticipated expansion of CSAH 8 from TH 61 to I-35E. <br />Washington County, in cooperation with the City of Hugo, City of Lino Lakes, and Anoka <br />County, is currently in the planning and preliminary design phase of a project that is <br />anticipating construction of a four-lane highway by 2005. The roadway project has been <br />completed. <br /> <br />51. COMPLETED: Intersection improvements at the intersection of Elmcrest Avenue and CSAH <br />8 have already been considered and designed as part of the Victor Gardens Subdivision. <br />This intersection improvement is anticipated to be complete in 2002-2003. Additional <br />improvements to Elmcrest Avenue, north of CSAH 8, are anticipated as development in the <br />AUAR study area occurs. These improvements may include surfacing, striping, right-of-way <br />preservation, and access control. Implementation of these mitigation measures along <br />Elmcrest Avenue would require cooperation between the City of Hugo and the City of Lino <br />Lake. This work has been completed. <br /> <br />52. All intersection improvements will be designed in a manner to ensure a level of service <br />(LOS) D or better. Furthermore, turn lane queue lengths will be designed and constructed <br />with adequate capacity to ensure minimal interference and disruption for through lane <br />operations. This activity is ongoing. <br />
