Page | 2 <br /> <br />Essential Functions <br /> Fire Department Management <br />• Coordinates all firefighting, training, and fire prevention activities. <br />• Directs and supervises all Fire Department personnel through the Department’s chain <br />of command. <br />• Assumes personal command as per department policy for major fires or other <br />emergencies or situations. <br />• Responds when appropriate as a daytime responder, and is able to perform all duties <br />of the Firefighter position when responding to calls. <br />• Responds on or off duty to major emergencies, incidents, and arson cases as deemed <br />appropriate. <br />• Develops systems and implements methods to retain and enhance a part-time paid-on- <br />call Fire Department <br />• Creates and maintains a Department organizational structure that provides for strong <br />leadership in officer positions and creates pathways for succession and advancement <br />within the Department. <br />• Evaluates fire prevention and control policies and keeps abreast of the latest <br />improvements in the field of fire science. <br />• Compiles data, makes recommendations, determines Department staffing and <br />equipment needs, and collaborates with the Finance Department to prepare an annual <br />Fire Department budget. <br />• Administers the fire operations budget, oversees or approves expenditures and <br />manages inventory, assets, and special funds. <br />• Develops long and short-range goals for the department and oversees implementation. <br />Provides advice and recommendations to the City Council, City Administrator and <br />other members of the management team. <br />• Develops, maintains and directs Department record keeping functions, including <br />personnel records. <br />• Oversees and prepares reports, and enters incident reports into state reporting system. <br />• Develops and implements policies and procedures for effective operation of the <br />Department consistent with City policies and relevant laws, rules, and regulations and <br />ensures directives from the City Council and City Administrator are implemented. <br />• Serves as City of Hugo’s Emergency Management Director. Ensures community <br />preparedness for all disasters by identifying resources and expertise in advance. Plans <br />for and implements response and recovery actions as required. Works with County <br />Emergency Management Director to ensure community preparedness, and maintains <br />and implements the Emergency Operations Plan. <br />• Reviews and approves service contracts with vendors and consultants to ensure <br />compliance with budget and policy.
