Page | 3 <br /> <br />• Reviews proposals submitted by management staff and makes appropriate comments <br />and suggestions. <br />• Keeps City Administrator and other city departments informed as needed, maintains <br />regular reporting of department activity. <br />• Writes and manages grants for funding. <br />• Performs all other related duties as requested or assigned. <br /> Personnel Management <br />• Promote collaboration and a cooperative working relationship within the department. <br />• Promote a positive culture while building a strong team atmosphere <br />• Establish a mentoring program. <br />• Develop ways to recruit and retain firefighters. <br />• Ensures that the Department is properly staffed, organized, equipped, and adequately <br />trained. <br />• Oversees the recruitment, retention, supervision, and development of Paid-on-Call <br />personnel. <br />• Ensures compliance with City of Hugo’s Personnel Polices. <br />• Delegates appropriate duties, responsibilities, and authority to supervisors, ranking <br />officers, and training personnel. <br />• Plans, directs, manages, and evaluates fire personnel and operations. <br />• Supervises staff, including recommending hiring, promotions, demotions, discipline, <br />reward, oversight of staffing, adjustment of grievances, and discharge. <br />• Oversees the development, training and emergency deployment of firefighters. <br /> Fire Inspection and Public Relations <br />• Collaborates with the Building Department concerning enforcement of fire codes, <br />including review of construction plans, site plans, and inspections of new buildings. <br />• Cooperates with property owners concerning inspection of buildings for possible fire <br />hazards and compliance with state and local codes and ordinances. Directs the <br />initiation of proceedings to require abatement of fire hazards. <br />• Oversees investigations for fire origin and cause, and determines the existence of <br />cases involving arson, negligent fire or possible criminal behavior. <br />• Oversees investigation programs, gathering notes from scene and witnesses; <br />communicates with insurance companies and/or local, state and federal agencies; <br />serves as expert witness in court proceedings. <br />• Plans and implements fire school sessions, public and private school prevention <br />programs and other fire awareness programs. <br />• Addresses residential and commercial property owners' questions and concerns with <br />fire safety, risk management, and other potential hazards or disasters. <br />• Confers with community groups and conducts public relations campaigns and <br />encourages the development of precautionary measures to prevent fires.
