Personnel Management • Promote collaboration and a cooperative working relationship within the department. • Promote a positive culture while building a strong team atmosphere • Establish a mentoring program. • Develop ways to recruit and retain firefighters. • Ensures that the Department is properly staffed, organized, equipped, and adequately trained. • Oversees the recruitment, retention, supervision, and development of Paid-on-Call personnel. • Ensures compliance with City of Hugo’s Personnel Polices. • Delegates appropriate duties, responsibilities, and authority to supervisors, ranking officers, and training personnel. • Plans, directs, manages, and evaluates fire personnel and operations. • Supervises staff, including recommending hiring, promotions, demotions, discipline, reward, oversight of staffing, adjustment of grievances, and discharge. • Oversees the development, training and emergency deployment of firefighters. Fire Inspection and Public Relations • Collaborates with the Building Department concerning enforcement of fire codes, including review of construction plans, site plans, and inspections of new buildings. • Cooperates with property owners concerning inspection of buildings for possible fire hazards and compliance with state and local codes and ordinances. Directs the initiation of proceedings to require abatement of fire hazards. • Oversees investigations for fire origin and cause, and determines the existence of cases involving arson, negligent fire or possible criminal behavior. • Oversees investigation programs, gathering notes from scene and witnesses; communicates with insurance companies and/or local, state and federal agencies; serves as expert witness in court proceedings. • Plans and implements fire school sessions, public and private school prevention programs and other fire awareness programs. • Addresses residential and commercial property owners' questions and concerns with fire safety, risk management, and other potential hazards or disasters. • Confers with community groups and conducts public relations campaigns and encourages the development of precautionary measures to prevent fires.
