We have <br />reviewed the following information related to this application: <br /> <br />• Final Plat for Water Crest of Hugo and Water Crest of Hugo 2nd Addition <br />• The Construction Plans with revision a date of November 28, 2023 by Saether-Bergquist, <br />Inc. <br />• Stormwater Report dated December 6, 2023 by AE2S <br /> <br />We have not yet received the updated construction plans addressing our previous comments. <br />Once received, staff will verify comments have been addressed and easement dimensions on the <br />final plats are appropriate. Based on the review of the documents previously submitted, we offer <br />the following Engineering comments related to this application: <br /> <br />General/Access <br /> <br />1. The subject property is located west of Goodview Avenue south of 135th Street. <br />2. Access will occur from Goodview Avenue and two existing stub streets located off of 135th <br />Street in Birch Tree Ponds development. <br />3. The applicant has provided ROW along Goodview Avenue and trail easement to <br />accommodate a future trail along the west side of Goodview Avenue, consistent with the <br />Comprehensive Plan. <br />4. The applicant will be responsible to place in escrow, money to cover future costs of trail and <br />conversion of one-half of Goodview Avenue to an urban section, along the length of their <br />property adjacent to Goodview Avenue. This will be documented in the development <br />agreement and totals $136,365. <br />5. A sidewalk will be added to the south side of the east/west roadway in the 2nd Addition to <br />provide access to the trail network in the development and future trail along Goodview <br />Avenue. <br />6. The 8-ft trail will be required to connect to Arcand Park. Prior to the issuance of the <br />certificate of occupancy, trails must be constructed. <br />7. Exhibit C of the Development outlines development fees that will be completed for both Water <br />Crest of Hugo and Water Crest of Hugo 2nd Addition once we receive and review detailed bid <br />results from the developer. <br />8. Detailed redline comments have been documented on the plans and previously sent to the <br />applicants engineer so they can be addressed in future submittals. W e are currently waiting <br />for the resubmittal of the plans addressing our comments. <br />
