This lift station would also serve as a regional lift <br />station and receive wastewater from the ultimate development of the N-1 sewershed of the City’s <br />2040 Comprehensive Wastewater Plan and beyond. Therefore, the lift station needed to be <br />designed for both the initial flow conditions and the ultimate maximum flow conditions of the <br />regional sewer-shed. It was not only necessary to serve the Oneka Place development, but the <br />entire area south of Elmcrest Avenue and south of 165th Street as outlined in the 2040 <br />Comprehensive Plan. At a high level, staff had reviewed the potential of increasing the service <br />area of this lift station to include a portion of P1 (area north of 165th Street) to make the <br />properties easier to develop. Adding in this service area would allow the properties to extend <br />water and sewer from the south, rather than water from the south and sewer from the <br />north. Downstream sewer analysis had been evaluated and the system could accommodate this <br />additional service area. Staff recommended including this additional service area for the design <br />of Lift Station No. 12. As outlined in the City’s sewer rate justification report, trunk sanitary lift <br />stations were to be paid for and constructed by the City of Hugo. Preliminary project cost <br />estimates were estimated to be in the $600,000-$650,000 range. Adoption of the Consent <br />Agenda approved authorization to proceed with preparation of plans and specifications. <br /> <br />Approve Personnel Policy Amendments for the Fire Department <br /> <br />The Hugo Fire Department had requested changes to the City’s personnel policy. The proposed <br />revisions included changes to the probationary period, attendance, drug/alcohol use, and dress <br />code sections of the personnel policy. Adoption of the Consent Agenda approved the requested <br />personnel policy changes. <br /> <br />Approve Lawful Gambling Exempt Permit for Chain of Lakes Rotary for Fundraiser <br />Event on May 6, 2023 <br /> <br />City Administrator Bryan Bear added this to the agenda for Council approval of a Lawful <br />Gambling Exempt Permit for the Chain of Lakes Rotary to hold raffles during their fundraiser <br />event on May 6, 2023. Gambling permits must be approved by the City before being sent to the <br />State for approval. Adoption of the Consent Agenda approved the Lawful Gambling Permit for <br />the Chain of Lakes Rotary. <br /> <br />Update on Cleanup Dates <br /> <br />City Administrator Bryan Bear provided a reminder that the Citywide Clean Up event was scheduled <br />for Saturday, May 6 from 8 a.m. to Noon at the Hugo Public Works Facility. The Washington <br />County hazardous waste event would be held at the Forest Lake Transit Center on the same day. <br />This would be the only cleanup event held this year. <br /> <br />Klein asked about a drop off location for leaves and branches. Bear replied that the compost site <br />was still open on 170th Street. <br /> <br />
