The City would be <br />required to publicly bid the project. The development agreement for this project outlined cost <br />responsibilities indicating the development was responsible for all costs excluding the $710,000 <br />grant received from MNDOT. <br />Weidt made motion, Petryk seconded, to approve RESOLUTION 2023-14 APPROVING <br />PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS TH <br />61 & 159TH STREET RECONSTRUCTION. <br />All Ayes. Motion carried. <br />Approve Plans and Spec and Authorize Advertisement for Bids for Lift Station No. 12 <br />City Engineer Mark Erichson explained the Council had previously authorized staff to prepare <br />plans and specifications for the Lift Station No. 12. Lift Station No. 12 would be a new sanitary <br />lift station located on the east side of the extension of Oneka Parkway approximately 550 feet <br />south of 165th Street. It would initially serve the Oneka Prairie residential development and <br />eventually other sanitary sewer extensions to the west, north, and east. Since this was a trunk <br />sanitary sewer lift station it would be funded by the City. The lift station included buried precast <br />concrete structures, submersible pumps, flow meter, valves, piping, controls, and site work. <br />Plans and Specifications had been prepared for Lift Station No. 12 and were ready to be <br />advertised for bidding. Staff requested approval of the plans and specifications for the project <br />and authorization to advertise for bids. Plans and Specifications were available for review at <br />City Hall. Consideration of awarding a construction contract would occur at a future City <br />Council meeting. <br />Miron made motion, Klein seconded, to approve RESOLUTION 2023-15 APPROVING <br />PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS <br />LIFT STATION NO. 12. <br />All Ayes. Motion carried. <br />Discussion on Solar Farm Ordinance Review Committee (ORC) and Extension of Solar <br />Farm Moratorium <br />Reviewing the Solar Energy Systems Ordinance was a goal set by the Council and Planning <br />Commission for 2023. At its meeting on February 6, 2023, the City Council approved an <br />ordinance for a six-month moratorium on solar farms and directed staff to hold a workshop with <br />the Planning Commission on whether changes should be made to the ordinance. A workshop was <br />held on March 23, 2023. At its meeting on April 3, 2023, the City Council authorized the <br />Ordinance Review Committee to study and review the solar energy systems ordinance. The <br />ORC consisted of Council Members Klein, Miron, and three Planning Commissioners. The ORC <br />discussed aesthetics, zoning and land use, parcel size, setbacks, and reviewed what other <br />communities had for restrictions on solar farms. <br />Community Development Director Rachel Juba reviewed the current ordinance and additional
