<br />Page 10 <br /> <br />lake and other areas and continue to talk with the developer as the project continues on whether <br />they would provide credit. <br /> <br />The Parks Commission made a recommendation to allow the park dedication to be satisfied with <br />a combination of land and fee for the development. <br /> <br />Sidewalks and Trails <br /> <br />Sidewalks are required to be built in developments with lots less than 80’ wide (Sec. 90-336). <br />The developer is showing a combination of trails and sidewalks that would meet this <br />requirement. <br /> <br />The Existing and Proposed Trails Map shows a proposed trail north of Goodview Avenue North, <br />a trail around Oneka Lake, and a trail connection east to west to Highway 61. The applicant is <br />showing a trail and sidewalk combination along Street A which would connect to the existing <br />sidewalk on Goodview Avenue North. This links the neighborhood to the south and Oneka Lake <br />Park. The applicant is also showing a trail adjacent to Oneka Lake connected with boardwalks. <br />A trail is shown to on the south end of the Highway 61 roundabout, connecting with the <br />Hardwood Creek Regional Trail and the existing trail along 159th Street. <br /> <br />A trail or sidewalk shall be constructed on Street H to provide a connection to the proposed <br />Oneka Lake trail. The developer is working through the processes to get approval to construct <br />the proposed trail on the berm along Oneka Lake. As part of the approval conditions it states that <br />an additional on or off street trail be built if construction of a trail on the berm not be possible. <br /> <br />Drainage/Grading <br /> <br />The City will review and issue a stormwater management permit for the development. The plans <br />include managing stormwater through a combination of ponds and a stormwater reuse system. <br />The design is consistent with stormwater rules as proposed, and staff will work with the applicant <br />to finalize the plans and issue a stormwater permit as the project moves forward. <br /> <br />There is floodplain located on the property and the boundary is proposed to be revised. The <br />applicant has provided detailed documentation showing the existing and proposed floodplain. <br />Staff will continue to work with the applicant to finalize the details. A Letter of Map Revision <br />(LOMR) will need to be prepared and submitted for FEMA approval so that the existing <br />floodplain boundaries and elevations can be formally revised. <br /> <br />Water Re-use <br /> <br />The plans include the installation of a stormwater reuse system to be utilized to irrigate <br />individual lots. The system is feasible from a water availability and equipment standpoint and <br />staff will finalize the technical details as the project moves forward. The system will be installed <br />by the applicant and owned/operated/maintained by the homeowner’s association.
