Natural Site Characteristics <br /> <br />The property is generally flat and contains wetlands, ditches, and several trees. The existing <br />home and accessory building on the property is proposed to be removed or demolished. <br /> <br />3. ANALYSIS: <br /> <br />A. Level of City Discretion in Decision-Making <br /> <br />The City’s discretion in approving or denying a preliminary plat is limited to whether or not the <br />proposed plat meets the standards outlined in the Comprehensive Land Use Regulations. If it <br />meets these standards, the City must approve the preliminary plat. <br /> <br />B. Consistency with Ordinance Standards <br /> <br />Development Phasing <br /> <br />The development is proposed to be completed in one phase. <br /> <br />Lot Size <br /> <br />The R-3 zoning district requires a minimum lot size of 10,400 square feet and a minimum lot <br />width of 80 feet. The lot sizes range between 27,326 and 10,405 square feet, with an average lot <br />size of 13,643 square feet. The lots comply with the ordinance standards. The final easement <br />dimensions will be reviewed with the final plat application. <br /> <br />Density <br /> <br />The maximum development density in the R-3 zoning district is 3 units per 1 acre. The applicant <br />is proposing a residential net density of 1.60 units per 1 acre, which fits the requirements of the <br />R-3 zoning district. <br /> <br />Setbacks <br /> <br />The R-3 zoning district requires a 30-foot front and rear yard setback and a 10-foot side yard <br />setback.
