Goodview Estates Preliminary Plat <br />Page 3 <br /> <br />The applicant has not submitted a lighting plan for the development, but shall meet the <br />requirement for street lighting in residential zoning districts. The street lighting shall be reviewed <br />and approved by City staff prior to installation with the final plat for each phase. <br />Drainage/Grading <br /> <br />The City will review and issue a stormwater management permit for the development. The plans <br />include managing stormwater through a combination of ponds and a stormwater reuse system. <br />While there is not regulated FEMA floodplain on the site, there is RCWD regulated floodplain <br />present. The RCWD regulated floodplain elevation for this area is 929.82. All fill below the <br />regulated floodplain elevation will require compensatory storage. The design is generally <br />consistent with stormwater rules as proposed, and staff will work with the applicant to finalize <br />the plans and technical requirements and issue a stormwater permit as the project moves forward <br /> <br />Water Re-use <br /> <br />The plans include the installation of a stormwater reuse system to be utilized to irrigate <br />individual lots. The City will determine if the proposed system is feasible from a water <br />availability and equipment standpoint and staff will finalize the technical details as the project <br />moves forward. The system will be installed by the applicant and owned/operated/maintained by <br />the homeowner’s association. The system will be part of the overall stormwater management <br />improvements to be included as part of the stormwater permit. A stormwater reuse agreement <br />between the City and the applicant shall be recorded. The agreement will include provisions that <br />will allow the City to operate the system in the event that it is necessary to maintain compliance <br />with the stormwater permit. The provisions will include an ability to assess any City costs <br />associated with operation and maintenance of the system. <br /> <br />Staff is working with the applicant to determine whether or not the water reuse system will <br />generate stormwater management credits beyond those required to meet their own permitting <br />requirements. If that is the case, the City will include in its use agreement with the developer <br />that excess credits generated are the property of the City. <br /> <br />Wetlands <br /> <br />The property includes some wetlands, which have been delineated and approved by the City as <br />LGU. The applicant is proposing to impact a small portion of wetlands for street construction <br />and grading. The applicant has submitted a wetland replacement plan to the Technical <br />Evaluation Panel (TEP) for approval of the wetland impacts. The wetland replacement plan will <br />need to be approved prior to final plat approval. <br /> <br />Utilities <br /> <br />Watermain is proposed to be extended south from the Birch Tree Ponds development from <br />existing stubs extending from 135th Street. Watermain will be installed to the street limits but is <br />not proposed to be extended further. <br />
