Hugo Estates Apartments and Manufactured Home Community Expansion <br />Page 13 <br />main entrance is on the south side of the building and includes a significant amount of cast stone <br />and a canopy with pillars, creating a clear main entrance. Staff recommends that cast stone be <br />added to the pillars for a more cohesive design. The developer has done a good job of wrapping <br />the cast stone around the corners of the building with the corner design elements. <br /> <br />The design guidelines state that buildings should be designed with high quality materials on all <br />sides of the building. The west elevation seems to be missing some of the architectural elements <br />that are on the east elevation (front of the building) Staff recommends that the developer add <br />architectural elements and add the cast stone, to the elevations to match the other elevations of <br />the building. Staff will continue to work with the developer on the architecture on that portion of <br />the building. <br /> <br />It is in staff’s opinion that the developer has attempted to comply with the spirit and intent of the <br />design guidelines. They have done a good job at breaking up with façade of the building with <br />projections and bends in the building. Staff recommends the following revisions to the building <br />elevations to further comply with the design guidelines: <br /> <br />1. Add cast stone to the elevations of the building to match the rest of the building and meet <br />the intent of the design guidelines, specifically elevation F, G, and H. <br />2. The internal air conditioning unit vents shown on the plans shall match the color of the <br />adjacent siding or stone. <br />3. The developer shall provide details on the locations and colors of the gutters and down <br />spouts. <br />4. The peaked roof sections/dormers should be evaluated on whether they could be widened <br />to create a more balanced design. <br />5. The main entrance shall be revised to be larger, more dramatic, and architecturally <br />compatible with the building. <br />6. The applicant shall submit garage and trash enclosure elevations for review and approval <br />by staff. The elevations shall use the stone from the building. <br />7. The applicant shall submit building materials for review and approval by staff. <br />8. Staff will continue to work with the developer on the building material colors. <br /> <br />The final design shall be reviewed and approved by staff prior to the issuance of the building <br />permit. <br /> <br />Apartment Management and Amenities <br /> <br />In addition to underground parking, on site amenities would include: secure access, in unit <br />laundry, on site management including a manager’s office, a lounge area, a community room, a <br />fitness center, and an outdoor gathering space. <br /> <br />Signage <br /> <br />Monument signs are permitted for residential subdivisions and multi-family developments of <br />nine or more units. Monument signs shall be a maximum of 32 square feet per face. The sign <br />shall be a maximum of six feet in height, measured from the grade of the ground, and shall be <br />setback at least ten feet from all property lines and five feet from the right-of-way.
