Hugo Training Center (HTC) Site Narrative <br /> <br />training event where approximately 4-groups of 15-20 people per group (up to 100-150 people <br />total) would simultaneously cycle through different stations to train on various real-life scenarios. <br /> Avoid physical interference with building near the existing “school of dirt” and the “gas <br />extinguishing pit” training areas, both located in the southwest corner of the Hugo training center <br />site, where the previous transmission line only project was originally proposed in 2021. <br /> Potential to host training exercises for contractors, other utility companies, and various <br />governmental emergency services. <br /> Expected Employee Use: <br /> Approximately 90employees in Transmission Line Operations, including Supervisors. <br /> Approximately 100 employees in Substation Construction. <br /> 4-weeks for Journeyman training, 2-4 weeks for other miscellaneous training, training <br />groups consisting of 20-30 employees. <br /> Employees operating throughout our business footprint would spend multiple days <br />training at the facility, with many requiring meals and lodging. <br />Estimated Schedule (Project 1 of 2): <br /> Design and Permitting: Summer-Fall 2022 <br /> Grading: Spring 2023 <br /> Transmission Line Construction: Summer-Fall 2023 (TBD crew availability and material lead times) <br /> Substation Construction: Summer-Fall 2023 (TBD crew availability and material lead times) <br /> Completed by end 2023 <br /> <br /> <br />Proposed Project 2 of 2: Centralized In-Processing (CIP) Building Project <br />We propose to construct a separate two-story building of approximately 30,000-40,000 square feet. <br />The new building will allow us to centralize nuclear staff training operations that presently occur at <br />Monticello and Prairie Island facilities; relocate training activities that presently occur at our <br />Minneapolis Riverside Training Center (RTC); and host other training and events that our business <br />operations may occasionally require. <br /> <br />As part of their normal schedule of operations, our nuclear plants are taken off-line for refueling, <br />training and maintenance periods. The CIP building will serve a critical role in supporting these planned <br />plant outages. <br /> <br />Currently, In-processing for employees and contractors that support nuclear maintenance outages is <br />provided at the individual sites, but the configuration of facilities at the sites aren’t efficient. Outages <br />typically require an additional 800 staff and contractors from throughout our business and from around <br />the country to surge onto the site for a work period. These workers must be processed and trained <br />before they can begin their work. In-processing is required for all types of contractor trades: electricians, <br />pipefitters, steelworkers, plumbers, HVAC, etc.). <br /> <br />Presently, for each outage, temporary offices, classroom trailers and other equipment is moved on-site <br />to facilitate maintenance activities. Also, during outage operations, training for site personnel must be <br />suspended to free up classroom space. The project provides us with opportunities to improve <br />efficiencies and significantly lower operating costs. <br />
