3 <br /> <br />To summarize, I am suggesting that a better, more transparent process should be put in place, and that this begins with <br />having the overall master plan up for review as the starting point since it is already driving so much of the School’s <br />current proposal, including Phase 1 infrastructure and building sizing and placement. <br /> <br />To conclude on a personal note, we moved onto our small farm on Keller Ave across from the back of the School back in <br />2016. At that time it was Withrow Elementary School, and we sent out oldest child, who was in Kindergarten at the <br />time. Only a few months later, Stillwater School District determined that they were going to shut down the school. The <br />process they deployed in doing so was not a good one, by any objective standard, and was a complete disservice to our <br />community. Having gone through that, the citizens of this part of Hugo and May deserve, I feel, a more open and <br />transparent process than what we experienced as part of that situation, and what I observed at the Hugo Planning <br />Commission meeting last week. The good news is that this time it is well within the control of the city of Hugo and May <br />Township to put in place a better process for all of the various stakeholders represented. <br /> <br />Many of us were surprised to learn that a development of this size, density, and scope would even be considered in this <br />area given the rules all of us currently abide by in developing and maintaining our own properties at very low densities <br />and environmental impact. If, however, Hugo and May support this total level of development, this should be <br />communicated at the outset of the project to the community, so that we understand the full scope of what will happen <br />and be able to make our own plans accordingly. This seems like the decent thing to do, and I don't see any downsides to <br />this approach. Having this clear communication and guidance will also be important for others living in or considering <br />living in the neighboring agricultural areas of Hugo and May. <br /> <br />Thank you for your consideration, <br />Bill Wright <br />12388 Keller Ave N. <br />Hugo, MN 55038 <br />
