Liberty Classical Academy Site Plan and CUP <br />Page 9 <br />building has some materials that are hard to match exactly, however the applicant has done a <br />good job finding cohesive materials and colors to best match into the existing building. <br /> <br />The building is one story and designed similar to the existing building. The building addition <br />roof lines will be a staggered flat roof line design with varied undulations in the façades to break <br />up the building walls. The applicant has created defined entrances with different roof heights and <br />vertical mix of building materials. <br /> <br />A majority of the building height will be 18 feet, except the gymnasium area that is 31.5 feet. <br />The maximum building height is 35 feet in the AG zoning district. <br /> <br />There will be small 1,200 square foot building for the controls for the septic system in May <br />Township. It will be built with materials consistent with the proposed addition. <br /> <br />Drainage and Grading <br /> <br />The site is within the Brown’s Creek Watershed District (BCWD), which reviews and approves <br />grading and drainage, and will be required to get a permit from the BCWD. Conditional approval <br />of the permit is anticipated at the June 15th BCWD Board Meeting. The applicant has been <br />working with BCWD and City on the plans. The City is reviewing for all requirements more <br />different or stringent than the BCWD standards. The plans show a stormwater facility on the <br />southwest area of the parcel in May Township. The applicant is proposing to irrigate the green <br />space on the property with stormwater use from the proposed pond. <br /> <br />Grading is proposed to be completed for the entire property for site balance and to ensure there is <br />enough water to the pond for stormwater reuse for the school. <br /> <br />Utilities <br /> <br />Existing building and addition of the school will be served by well water. The Applicant has <br />worked with a consultant on permitting these wells through the Minnesota Department of Natural <br />Resources and the Department of Health. <br /> <br />The property is located outside of Hugo’s Municipal Urban Service Area (MUSA) and the site <br />therefore requires an a septic system. Due to the size of the septic system, the Minnesota <br />Pollution Control Agency (MPCA) is required to permit the system. Staff has been in contact <br />with the MPCA and they have stated from the plans they have the system and design look <br />feasible. However, it is a long process for review and approval with the MPCA. It is anticipated <br />that the MPCA review, including the public comment period, could be completed by October <br />2024. <br /> <br />The septic system is located in May Township and there is an access driveway shown on County <br />Road 7/122nd Street for maintenance access. <br />
