Feasibility Report <br />2025 Duck Pass, Palmes Long Lake Estates, and Ingersoll Avenue N Area Street Improvement Project <br />City of Hugo <br />WSB Project No. 026750-000 Page 3 <br />3. Existing Conditions <br />3.1 Surface <br />The project area is surrounded primarily by residential properties that contain <br />landscaping, trees, and numerous other private improvements beyond the edge of <br />the roadway and within the City right-of-way. <br />Roadways identified for improvements in 2025 exist as 22-foot, asphalt paved, rural <br />residential roadway (meaning no curb and gutter) and are experiencing various <br />severities of distresses including alligator, block, transverse, and longitudinal <br />cracking, along with localized drainage issues. <br />Pavement cores taken within the project area indicate the existing asphalt thickness <br />ranges from 2 inches to 6 inches and aggregate base thickness ranges from 3 inches <br />to 18 inches. The underlying soils consist of predominantly silty sand within the <br />Duck Pass Neighborhood and fine grained sand within Palmes Long Lake Estates <br />and Ingersoll AvenueN. A copy of the pavement cores is included in Appendix D of <br />this report. <br />The City of Hugo evaluates all roadways within the City periodically, using the <br />Pavement Condition Index (PCI) system. PCI ratings were completed in 2024 within <br />the project area and ranged from fair to poor. Generally, roadway replacement or <br />reclamation is recommended when PCI ratings are below 35. The segments of high <br />PCI ratings have received patching in recent years, but poor underlying base <br />conditions have not been addressed. A copy of the 2024 PCI ratings is included in <br />Appendix E of this report. <br />3.2 Municipal Utilities <br />3.2.1 Sanitary Sewer <br />Properties are currently served by individual, onsite septic systems. <br />3.2.2 Water Main <br />Properties are currently served by individual, on site wells. <br />3.3 Storm Sewer <br />Stormwater is generally collected in existing drainage ditches along both sides of <br />the roadways and conveyed to ponds adjacent to the roadways through culverts.
