Page 6 <br /> Management of the Apartments <br /> A management company is proposed for the development. The developer is responsible to <br /> own/operate/maintain community areas, landscaping, retaining walls, and the water re-use <br /> system. The management company should also provide for restrictions on outdoor storage, <br /> parking (no boats, campers, or trailers) in order to keep the community looking orderly and well <br /> maintained. <br /> Building Architecture and Materials <br /> All apartments are required to comply with the City of Hugo Multi-Family Development Design <br /> Guidelines adopted December 19, 2005. The general intent of the design guidelines is to improve <br /> the overall quality of development and to avoid monotony in new developments. <br /> The applicant has provided architectural elevations of the buildings and an electronic material <br /> sample board to show the type, color, and materials used in all proposed external surfaces. The <br /> buildings are two-story and meet the building height requirements. As proposed, the <br /> development generally meets the design guidelines: <br /> • Building Mass: Units should be articulated to break up the building mass. Rooflines and <br /> building faces should be broken up at least every 50 feet. <br /> The buildings are well-designed with good articulation to the building face to provide interest <br /> and variety. The roofline is broken up by gables and dormers. <br /> • Monotony: to the extent possible, developments should limit the number of units that are <br /> adjacent to each other with the same color, materials or design. <br /> The developer is showing all five buildings with the same exterior. The materials are a mixed <br /> of lap and board and batten vinyl siding in white and grey, with grey stone and white flat <br /> panel accents. Staff encourages the applicant to expand the palette and provide additional <br /> colors to for variety to eliminate monotony within the project. <br /> • Four-sided design: Buildings are required to be designed in a manner where they look like <br /> the same building on all sides. <br /> The applicant is proposing a building that has been designed in a manner so that all sides of <br /> the building look generally the same. There are no unfinished sides. Each elevation contains <br /> doors, windows, and gables. Additionally, material treatments are applied to all four sides <br /> equally. <br /> • Building materials and design: Buildings are required to be constructed of high-quality <br /> materials and a variation of building materials and accent materials are to be used.
