<br />minor subdivision to the City Council. Staff is recommending the City Council approve the <br />resolution approving a minor subdivision for property located at 8991 130th Street North. <br /> <br />G.6 Approve Ordinance Amending the Fence Ordinance <br /> <br />Section 90-227 of City Code outlines requirements for fences and requires approval of a <br />Conditional Use Permit (CUP) for placing a fence within a drainage and utility easement. Staff <br />has been requiring that residents constructing a fence within an easement request an <br />Encroachment Agreement from the City Council instead of a CUP, whether or not the easement <br />has any public improvements, which lengthens the approval process for a fence. Staff is <br />proposing amendments that are intended to streamline the process for approving fences. At its <br />meeting on July 10, 2025, the Planning Commission held a public hearing and considered the <br />request. No one spoke during the public hearing. The Planning Commission voted unanimously <br />to recommend approval of the ordinance amendments to the City Council. Staff is <br />recommending that the City Council approve the ordinance approving amendments to the fence <br />ordinance. <br /> <br />G.7 Approve Special Event Permit for the Wilson Tool Company Picnic on August 9, 2025 <br /> <br />Wilson Tool has applied for a Special Event Permit for their annual company picnic to be held <br />on Saturday, August 9, 2025, from 11 a.m. to 4 p.m. at Hanifl Fields. This is a private event and <br />free of charge to Wilson Tool employees and their families. Approximately 900 people are <br />expected to attend. There will be catered food, alcohol, and activities. There will also be <br />amplified sound for announcements. Council approval is required for any event that serves <br />alcohol, has amplified music, and attendance of over 200 people. Staff recommends Council <br />approve the Special Event Permits for Wilson Tool’s company events. <br /> <br />G.8 Approve Temporary Liquor License for Hugo Lions Club for the Wilson Tool Picnic <br />on Saturday, August 9, 2025 <br /> <br />The Hugo Lions Club has applied for a Temporary Liquor License to serve alcohol at the Wilson <br />Tool Picnic on August 9, 2025. The Club has provided the completed application, application <br />fee, and proof of Liquor Liability Insurance for the event. Staff recommends Council approve the <br />Temporary Liquor License for the Wilson Tool Picnic on Saturday, August 9, 2025. <br /> <br />J.1 Discussion and Approval of Revised Remote Attendance Policy <br /> <br />At its October 20, 2014, meeting, Council adopted a Remote Attendance Policy to allow a <br />council member to use “Skype” for the purpose of attending a City Council meeting from a <br />location other than the Council Chambers. Legislation over the past 11 years, and specifically <br />during COVID, has amended the law on remote meeting attendance. In addition, a new law <br />enacted during the 2025 Legislative Session has made changes to the Open Meeting Law and <br />eliminated the “open and assessable” location rule for remote meeting attendees. Staff reviewed <br />the City’s policy on remote attendance and is recommending Council consider revisions to <br />comply with State Statute. Staff will review these revisions with the Council and recommend <br />Council approve a revised Remote Attendance Policy. <br />
