<br /> <br />Feasibility Report <br />2026 Bald Eagle Industrial Park Area Street Improvement Project <br />S.A.P. 224-101-003, 224-108-003, 224-110-003 <br />City of Hugo <br />WSB Project No. 028436-000 Page 8 <br />The existing sidewalk on 140 th Street N. will be removed and replaced with a 10 - <br />foot -wide bituminous trail. The existing nine -foot -wide trail on Fenway B lvd will be <br />reclaimed, slightly raised, and replaced with a 10 -foot -wide bituminous trail. These <br />trails will be designed to Washington County trail design standards , as this route is <br />part of the Hardwood Creek Regional Trail. The inclusion of trail work on Fenway <br />B lvd will be assessed during the design phase and will depend on cost participation <br />from Washington County. The existing bitu minous trail along the west side of Europa <br />Court N will be removed and replaced, as it is currently experiencing damage from <br />tree roots throughout. <br />A new 8 -foot -wide bituminous trail will be constructed on the north side of 130 th <br />Street, extending from Fenway B lvd to TH 61. This trail will connect to existing <br />pathways at both ends, filling a gap in the city’s network of non -motorized <br />transportation and providing access to the Hardwood Creek Regional Trail. The trail <br />will be set 5 feet from the back of the curb to provide an area for snow storage. <br />There are no proposed changes to the parking restrictions or striping on any of the <br />streets. Pavement striping will be installed in a similar configuration to its current <br />setup . <br />There is an existing sidewalk crossing on Fenway Avenue N between the two JL <br />Schwieters properties. Currently , the road crossing is skewed, which lengthens the <br />crossing time for pedestrians and presents a navigational challenge to those with <br />visual impairments. Therefore, it is proposed to realign the crossing to be <br />perpendicular to the roadway. WSB and City staff will coordinate with Schwieter's <br />management to perform this work. <br />4.2 Utility <br />4.2.1 Sanitary Sewer <br />Sanitary sewer is proposed to remain in place throughout the project. For all street <br />segments, the sanitary manhole castings will be adjusted to match the new finish <br />grade of the pavement , and new chimney seals will be installed. This is to prevent <br />infiltration and inflow into the structures, which can decrease sewer capacity during <br />rain events when stormwater unintentionally enters the sanitary sewer system . <br />4.2.2 Water Main <br />The existing water main, similar to the sanitary sewer, is proposed to remain in <br />place for most of the project. In all areas, the existing gate valves will be adjusted to <br />align with the finished pavement grade. A few hydrants will be relocated to make way <br />for the new trail along the north side of 130 th Street, and some hydrants will receive <br />new extensions to improve accessibility for firefighters and public works staff. <br />Additionally, a new hydrant is proposed for installation at the southwest corner of the <br />fire department, located at the intersection of Fenway Avenue and 140 th Street. This <br />installation was requested by the fire department for training purposes. <br />Removal of a segment of watermain and building demolition work at Water t ower Park <br />on Fenway B lvd is proposed as part of the project. <br />
