Sketch Plan Submittal January 12, 2026 <br />Frenchman Village Page 2 of 6 <br /> <br /> <br />(Downtown Plan) <br /> <br />The east end of the development will be a combination of commercial/office buildings and rear-loaded <br />townhomes. This development area has been configured to meet the intent of the Hugo Downtown <br />Plan within the physical constraints of the site. As discussed in the Downtown Plan, this area will <br />focus on a “sense of arrival” Downtown. The plan will include gateway elements/signage and <br />landscaping to convey the sense of Character that the Hugo Downtown Plan envisions. <br /> <br />(Downtown Plan Transportation and Pedestrian Access) <br /> <br />The Hugo Downtown plan recommends improvements to street access and connectivity as well as <br />enhancements to pedestrian access and walkability. The Frenchman Village development will <br />address transportation recommendations with the connection of Fenway Avenue from its present <br />terminus north to Frenchman Road and the extension of Victor Path across the entire site to its current <br />terminus at the west end of the site. A Pedestrian pathway will be constructed on the south side of <br />Frenchman Road along the length of the site. A path will also be constructed on the west side of the <br />Fenway Avenue extension. A third pathway will be constructed along the south side of the Downtown <br />area. This path will connect the HWY 61 trail corridor west to the proposed City Park, thence west <br />through the open space area lying south of the single-family homes before connecting to the Oneka <br />Parkway trail system. Concrete sidewalks will be extended throughout the single-family neighborhood <br />and as necessary to connect the townhome/commercial areas to adjacent trails. <br /> <br />The schedule of land use/product types, quantities, areas and densities is as follows: <br /> <br />55’ single family homes 140 34.69 Acres (35.7%) 4.0 U/A <br />Front loaded town homes 88 9.78 Acres (10.0%) 15.9U/A <br />Rear loaded town homes 62 5.54 Acres (5.7%) 11.2 U/A <br />East Commercial Retail 59,650 SF 6.96 Acres (7.2%) <br />West Commercial Retail 35,420 SF 4.36 Acres (4.5%) <br />Ponding/Flood Storage 21.5 Acres (22.2%) <br />Public Park 4.0 Acres (4.1%) <br />Right-of-Way/Landscaping 10.17 Acres (10.5%) <br /> <br />PARKS <br /> <br />A City Park is proposed south of the Single-Family area and west of the Fenway Avenue Extension. <br />The park is approximately 4 acres and provides excellent walkability to the single family and <br />downtown area. Limited on-street parking bump outs will be provided along Victor Pathway and <br />Fenway Avenue. The park will be at the hub of trail and sidewalk connections proposed as part of the <br />development. <br /> <br />A private Clubhouse/Pool for the development is also proposed at the northwest corner of the single- <br />family area, adjacent to the existing MCES lift station. This facility will provide an enclosed <br />gathering place for development residents with opportunities for outdoor gathering and play to be <br />determined.
