Sketch Plan Submittal January 12, 2026
Frenchman Village Page 3 of 6

LANDSCAPING/BUFFERS

Trees will be planted per Hugo development requirements along with landscape nodes within the
project. To provide a buffer/screen from Frenchman Road a combination of berming, architectural
fence and landscaping will be provided along the single-family area and western multifamily area.
This feature will parallel the south R/W line of Frenchman Road. The applicant also envisions
significant opportunities for landscaping/natural features within the ponding and flood mitigation areas
of the project.

The Downtown area is not proposed to have significant screening from Frenchman Road or Highway
61. Commercial/Retail visibility is key for the viability of future businesses and the townhome
product in the Downtown area will have front door access to the proposed Frenchman Road trail.

UTILITIES

The development area is served by trunk sewer and water mains along the south side of Frenchman
Road. Additionally, lateral water main connections will be made at Oneka Parkway, Fenway Avenue
and Victor Path to complete water main looping in the area. It is the applicants’ understanding that
each utility has the capacity to serve development as proposed.

STORMWATER MANAGEMENT

Stormwater from the site will generally flow southwest across the site and be directed to stormwater
ponds south of the single-family site and western townhome site. Required stormwater ponds and flood
mitigation areas will be configured to provide as much amenity as possible for proposed building sites,
pathways, open space and park areas.

Stormwater volume reduction - As part of the Preliminary Plat design stormwater infiltration/filtration
will be considered as well as stormwater reuse. Stormwater reuse though irrigation can assist in the
overall stormwater treatment for the site. Lastly the applicant may request to purchase stormwater
infiltration credits from the City of Hugo infiltration credit bank for a portion of required stormwater
volume reduction.
