DESCRIPTION OF REQUEST: <br /> <br />City Staff have been working with Landform to provide a repeal and replace of the Zoning <br />and Land Use Ordinance (Chapter 90) in its entirety and update the Official Zoning Map <br />in preparation of the 2050 Comprehensive Plan process. The revisions modernize the <br />allowed uses and development standards, update statutory references, eliminate <br />inconsistencies, update zoning districts, and update the zoning map. <br /> <br />This update also includes the City of Hugo’s Multi-Family Design Guidelines. The <br />guidelines were updated to clarify where they apply and provide clearer guidance on <br />building scale and massing, architectural style, landscaping, open space requirements, <br />parking, and sustainability features in a clear and user-friendly manner, ensuring ease of <br />implementation for developers and clarity for City staff. <br /> <br /> <br />2. CONTEXT: <br /> <br />In 2024, Staff contracted with Landform Professional Services, LLC to complete an update <br />to the residential zoning district rules and regulations and update the Multi-Family Design <br />Guidelines. <br /> <br />Following the award of a Livable Communities Grant from the Metropolitan Council, the <br />project expanded to include the entirety of Chapter 90 (Zoning and Land Use). Staff held <br />two joint sessions with the Planning Commission and City Council as well as a developer <br />roundtable. <br />
