Page 2

Major updates to Chapter 90 are discussed in detail below, but the overall changes
include:
- Updating reference to State Statutes and regulations,
- Re-alphabetizing the code section and performance standards,
- Modernizing language and uses,
- Cleaning up and establishing consistent language, word choice, and formatting,
- Removing redundancies and conflicts, and
- Adding uses, rules, and definitions that were missing.

Overall, the proposed code changes will help set a baseline for the 2050 Comprehensive
Plan update that is expected to start soon. As discussed in the joint sessions previously
the major changes are discussed in the following order:

a) Zoning District
b) Zoning Map
c) Uses
d) Performance Standard
e) Multi-Family Design Guidelines

a) Zoning Districts

Every zoning district in the City of Hugo was evaluated to determine if it was accomplishing
the goals it set out within its dimensional standards and the uses that were allowed.
