Page 4 <br /> <br />b) Zoning Map <br /> <br />Updates to the zoning map are minor, as many of the changes to specific zoning districts <br />and properties do not change their zoning classification. <br /> <br />The parcels in the existing R-3 district will be zoned R-2, a district that did not exist in the <br />previous version of the zoning code and which will have the standards of the existing R-3 <br />district. The CR-3 district was renamed to R-3 and all parcels in the current CR-3 will <br />become R-3. These changes will reduce lot non-conformities in the existing CR-3 zone to <br />the new R-3 by almost 90%. <br /> <br />The Neighborhood Services (NS) district was eliminated. The 10 parcels in this district are <br />proposed to be rezoned to either C-1 or C-2 as follows: <br />- PIDs #2003121330004, #2003121330006, and #2003121330071 are reclassified <br />as Central Business (C-1). <br />- PIDs #2903121220004, #2903121220012, #2903121220021, #2903121220010, <br />#2903121220011, #3103121410010, and #3103121410002 are reclassified as <br />General Business (C-2). <br /> <br />The remaining changes made to the Zoning Map are updates to naming of the zoning <br />districts. While names have changed, the color for most parcels does not change. Only <br />the parcels being rezoned form Neighborhood Services to different commercial zones will <br />change color and appearance on the Zoning Map. The Zoning Map is adopted as part of <br />Chapter 90 and the Ordinance to repeal and replace Chapter 90 would also repeal and <br />replace the Zoning Map. <br /> <br />c) Uses <br /> <br />The existing Chapter 90 contains 164 separate and distinct uses, many of which are only <br />different due to spelling, word choice, or commas. Many of the uses are also redundant <br />as they are either hyper-specific or outdated. Where possible, uses were consolidated to <br />create broad categories. For example, rather than listing video stores as an individual land <br />use, we have created a retail land use that would cover a variety of retail uses, including <br />video stores. The broader categories will allow the City to better respond to a changing <br />marketplace. <br /> <br />Non-Residential Uses <br /> <br />Broad categories created include the following: <br />- Commercial recreation, indoor or outdoor <br />- Drive-throughs <br />- Exterior Storage <br />- Personal and professional services, including banks, offices and clinics <br />- Personal health and beauty services <br />- Public, educational, or religious facilities <br />- Restaurants <br />- Retail sales of merchandise <br /> <br />Liquor and alcohol related uses were also updated to reflect similar and nearby cities and <br />to provide clarity for people looking to build in the City of Hugo. These include adding uses <br />such as breweries, wineries, distilleries, and assorted related accessory uses.
