Site Planning | 12 <br />PUBLIC SPACES <br />Developers are encouraged to create a mix of public and <br />private spaces throughout a project to help contribute to <br />the City of Hugo. This may include enhanced ground floor <br />landscaping, seating, or additional pet-oriented amenities. <br />When developments include the addition of public plazas <br />and parks, the City and developer should enter into an <br />agreement on access, maintenance, and security for <br />such facilities to enhance the number of users and the <br />amenities utility. <br />Amenities that create gathering spaces or characterize a <br />development should be implemented. For example, adding <br />gazebos in open spaces and benches along trails gives the <br />development a unified and cohesive character. <br />A minimum of 10% of the upland area should be preserved <br />as common open space in townhouse and apartment developments. The common open space should <br />be easily accessible by all community residents. Tot lots and community gardens are encouraged. <br />Small or narrow, unusable strips of green space are highly discouraged. <br />Developers are encouraged to connect adjacent properties and streets, trails, and sidewalks. Private <br />parks and conservation areas should be contiguous to existing or planned parks and conservation <br />areas. Public access to these areas is preferred. <br />Public Spaces should be central and match the development theme <br />Benches and plazas along paths can delineate public spaces
