(vi) The setback and yard requirements of the applicable zoning district <br />can be achieved while simultaneously resulting in development that <br />complies with the character and quality of the immediate area and the <br />objectives of the city's comprehensive plan and this chapter. <br />(vii) The flood protection standards of this chapter are satisfied. <br />b. Developed lots. An existing conforming use on a lot of substandard size and width <br />may be expanded or enlarged if such expansion or enlargement meets all other provisions <br />of this chapter. <br />(5) In the Floodplain District: <br />a. Any structural alteration or addition to a nonconforming structure or nonconforming <br />use which would result in increasing the flood damage potential of that structure or use <br />shall be protected to the Regulatory Flood Protection Elevation in accordance with any of <br />the elevation on fill or flood proofing techniques (i.e., FP -1 thru FP -4 floodproofing <br />classifications) allowable in the State Building Code, except as further restricted in (b) <br />below. <br />b. If a substantial improvement occurs, as defined in Section 90-1 of this Chapter, then <br />the building addition and the existing nonconforming building must meet the <br />requirements of Section 90-138 (4) and (5) of this Chapter, for new structures, depending <br />upon whether the structure is in the floodway or flood fringe, respectively. <br />Article III. Zoning Map <br />Section 90-67 Zoning Map Interpretation <br />Where uncertainty exists as to the boundaries shown on the official maps, the following rules <br />shall apply: <br />(1) Boundaries indicated as approximately following streets, highways or alleyways <br />shall be construed as following the centerlines of such features. <br />(2) Boundaries indicated as approximately following platted lot lines shall be construed <br />as following such lines. <br />(3) Boundaries indicated as approximately following city limits shall be construed as <br />following such limits. <br />(4) Boundaries indicated as following shorelines shall be construed to follow such <br />shorelines, and in the event of change in the shoreline, shall be construed as moving with <br />the actual shore line; boundaries indicated as approximately following the centerline of <br />18 <br />
