Hugo City Council Meeting Minutes for March 2,2015 <br /> Page 4 of 9 <br /> proposed text amendments. Adoption of the Consent Agenda authorized zoning ordinance text <br /> amendments to be reviewed by the ORC. <br /> Approve Park Dedication Policy <br /> At their meeting of September 20,2010,the City Council made changes to the Park Dedication <br /> Policy. It was requested that the policy be reviewed after four years. At that time,the policy <br /> was changed to include a matrix to calculate land dedication based on density, remove the <br /> requirement for commercial and industrial development, and to add an appeal process. The <br /> Parks, Recreation,and Open Space Commission reviewed the Park Dedication Policy at their <br /> meeting of February 25, 2015 and recommended no changes be made at this time. They also <br /> requested that the policy and fee be reviewed every two years. Adoption of the Consent Agenda <br /> approved the Park Dedication Policy to be reviewed in two years. <br /> Approve Lawful Gambling Exempt Permit for Brent Hubertv Benefit on April 18.2015 <br /> Brent Huberty has been diagnosed with stage 3 cancer. He will be receiving his treatment at the local <br /> VA in Minneapolis,MN. Brent is 30 years old and has been deployed twice to Afghanistan while <br /> serving as a Marine. The proceeds from the benefit will help him pay any bills associated with his <br /> treatment. Haas removed this from the consent agenda to encourage attendance at the benefit. Petryk <br /> asked that it be posted as a meeting of the Council so all Council members may attend. <br /> Haas made motion, Klein seconded,to approve the Lawful Gambling Exempt Permit for the Brent <br /> Huberty benefit on April 18,2015 at the Hugo American Legion. <br /> All Ayes. Motion carried. <br /> Public Hearing on Rice Lake Meadows Improvement Proiect <br /> At its February 2,2015 meeting,the Council approved a resolution receiving the feasibility <br /> report and calling for a public hearing on the proposed Rice Lake Meadows Street Improvement <br /> Project. The public hearing was scheduled for this evening to consider the improvements and <br /> provide an opportunity for those affected by the proposed improvements to be heard.City <br /> Engineer Jay Kennedy provided information on the project and options to consider for the <br /> intersection of Goodview and 145th Street where the City has received complaints of cars <br /> traveling at high speeds. He also presented options for pedestrian connections since there are no <br /> sidewalks or trails at this point. A sidewalk was proposed for Geneva and 145th Street North. <br /> Jay explained that the cost of the project is$1,781,000,and funding would come from the <br /> Capital Improvement Fund, State Aid Fund,Utility fund(sewer and water),potential grants,and <br /> assessments. The project is considered an urban partial reconstruction and it would be assessed at <br /> $4,100 per unit. Assessments would not increase with intersection improvements and sidewalks. <br /> Staff was proposing to hold an open house later in March,receive bids in April, and begin <br /> construction in May. <br /> Mayor Weidt opened the Public Hearing <br /> County Commissioner Fran Miron talked about the sidewalk connection to the school and <br /> recalled there was Safe Route to Schools funding at one time. Staff will inquire whether money <br /> is still available. Miron also recalled that at the time Geneva was built,ground tires were used as <br /> a base over the wetlands as an experiment,and this may have an impact moving forward. <br /> Ray Lietlow,6115 146th Street North,questioned which option would provide for the safest <br />
