Hugo City Council Meeting Minutes for March 2,2015 <br /> Page 5 of 9 <br /> intersection and said speeding cars are mostly coming from the Diamond Point Development. <br /> Ray also asked about why the sidewalk was on the north side of the road and said he thought the <br /> roundabout option would be best for slowing down traffic. <br /> Mark Matykiewicz,6237 147th Street North,asked about a three-way stop sign at the <br /> intersection,stating that it would be cheaper. Mayor explained that narrowing of the road would <br /> slow the traffic down,but a stop sign could be considered. Jay responded that all-way stops are <br /> not effective at speed control. <br /> David Ettesvold,6010 146th Street North, said he felt all roads needed to be improved,and he <br /> realized that Geneva needs a lot of attention. He liked the sidewalk if it does not encroach on to <br /> peoples' properties. <br /> Tim Cruise, 13520 Geneva Avenue North, said he thought a three-way stop would be best. <br /> Roundabouts are difficult with trailers. <br /> Mike Ciresi,6212 147th Street North,was in favor of a three way stop.Not sure that the sidewalk <br /> going into town was a necessity. Issuing speeding tickets would be a big deterrent. If sidewalks <br /> go in, he would like to see them in the entire neighborhood. <br /> Jeff Blees,6223 145th Street North,said he liked the idea of sidewalks and was in favor of no <br /> change to the intersection; narrowing the streets would be enough. The dip in the bend at Geneva <br /> is bad in icy conditions,and he was concerned the Hugo Good Neighbor Day's Parade may be <br /> effected by the narrow road. <br /> Barb Soles,6057 147th Street North,was opposed to sidewalks and intersection changes; stop <br /> signs should be tried first. She said she lived there since 1993 because she wanted privacy and <br /> doesn't want the people sidewalks would bring. <br /> Karen Knutson, 6243 145th Street North, feels the project should go forward,and there is a need <br /> for sidewalks. She does not agree there should be a three-way stop,and hopes the narrow street <br /> will work to slow down traffic. <br /> Bill Moore, 6217 147th Street North, agrees that Goodview and 145th should be a stop sign <br /> because of the length of the road. People will take off as fast as they can. He asked about 145th <br /> Street being 42 feet wide and if the 5-foot barrier between the sidewalk and the road will be a <br /> safe enough buffer for kids to keep them off the road. He also stated the he is paying the same <br /> assessment but not getting a sidewalk. Having a sidewalk would increase the property value. He <br /> would like to see the project delayed for a few years. <br /> Norm Everson, 14592 Geneva Avenue North,asked what the assessment would be in 5-10 years <br /> if we waited. Weidt explained that the project cost would increase, and it was not feasible to <br /> maintain it.Norm asked if phasing had been thought about and acknowledged Geneva would be <br /> a tough spot. Norm thanked the Council for adding another deputy to the City's police coverage. <br /> Tim Cruise asked about the manhole cover in his yard,and he wondered if it could be moved. <br /> Public Works Director Scott Anderson replied that it would be a matter of realigning the sewer <br /> lines,but he would take a closer look at it. <br /> Mike Ciresi asked about putting sidewalks on all the streets and suggested waiting to consider <br /> that. Mayor Weidt talked about how the sidewalks would make connections with other trails. <br /> Jay talked about the expense and the impact putting sidewalks in the entire development would <br /> have on some of the yards. <br /> Mark Matykiewicz,asked about additional street lighting in the neighborhood. Anderson stated <br /> that the lights are owned and maintained by Xcel energy,but he will look into it. <br />
