Hugo City Council Meeting Minutes for March 2,2015 <br /> Page 6 of 9 <br /> David Ettesvold asked if the intersection needed to be done now. Traffic that comes through <br /> there are not residents of the neighborhood. He doesn't think improvements to the intersection <br /> will change how people drive. <br /> Ray Lietlow, asked about doubling fines for speeding on 145th Street. City Attorney Dave <br /> Snyder replied that the city does not have the power to double fines on City streets. Ray stated <br /> he was is in favor of doing the project now.Geneva Avenue is washing out and needs to be done <br /> now or it will be really expensive later if you have to fix the drain system. <br /> Barb Soles thought the City should try installing signs and then evaluate the intersection at a later <br /> time. <br /> Rich Jahnke, 14620 Glenbrook Avenue North,said he didn't think the intersection needed any <br /> changes,and he was concerned about the assessment. <br /> Weidt closed the public hearing. <br /> Haas stated that the road is in need of repair and encouraged creative thinking regarding speeds <br /> on 145th. He agreed that sidewalks would be a good addition. If there is parking on a narrow <br /> road, emergency vehicles may have problems getting through. He talked about the assessment <br /> policy because he didn't think people understood that the addition of sidewalks and intersection <br /> improvements will not affect their assessment. <br /> Petryk was in favor of sidewalks, and the intersection plan with the median with possibility of <br /> using the blinking stop signs. <br /> Klein liked the option with the median and said the narrowing roads would help with speed. <br /> Sidewalks will be safer and connect to parks, and he agreed the street lighting needed to be <br /> looked at. <br /> Mayor Weidt said he didn't think a stop sign would be an effective solution. A roundabout <br /> would be ideal but the cost was not worth it. A median on 145th Street would be beneficial and <br /> most cost effective, and a stop sign could be added later if it doesn't work to slow down traffic. <br /> Weidt made motion,Klein seconded,to approve RESOLUTION 2015— 13 ORDERING <br /> IMPROVEMENT AND ORDERING THE PREPARATION OF PLANS AND <br /> SPECIFICATIONS FOR THE PROPOSED RICE LAKE MEADOWS ROADWAY AND <br /> DRAINAGE IMPROVEMENTS,with the construction of a median on 145`h Street at the <br /> intersection. <br /> All Ayes. Motion carried. <br /> Mayor called for a short recess and reconvened the meeting at 9:17 p.m. <br /> Public Hearing on Wellhead Protection Plan <br /> The goal of the Wellhead Protection Plan is to prevent human-caused contaminates from <br /> entering the water supply wells. Leslee Storlie from WSB Engineering reviewed the results of <br /> Part 1 of the Wellhead Protection Plan and explained that it is a technical exercise that uses <br /> groundwater modeling to delineate the area and assess the vulnerability of the wells and aquifer. <br /> Part 1 was approved by the Minnesota Department of Health(MDH)on December 2,2013. A <br /> public hearing is required to be held for review of Part 2 prior to submittal to the MDH. Part 2 <br />
