Hugo City Council Meeting Minutes for July 20,2015 <br /> Page 3 of 7 <br /> Approve Special Event Permit for Wilson Tool Picnic on August 8.2015 <br /> Wilson Tool, Inc. had submitted an application for a Special Event Permit for the annual Wilson <br /> Tool Company Picnic on Saturday,August 8, 2015 from 11:00 a.m.—4:00 p.m.at the Hanifl <br /> Fields and Shelter. This is a private event with an expected attendance of 600-1000 current and <br /> retired employees of Wilson Tool and their families. Food and alcohol will be served free of <br /> charge to the attendees. Adoption of the Consent Agenda approved the Special Event Permit for <br /> the Wilson Tool Company Picnic on August 8, 2015 subject to the conditions in the permit. <br /> Approve Temporary Liauor License for Wilson Tool Picnic on August 8.2015 <br /> The Hugo Lions Club had applied for a Temporary Liquor License to serve beer and wine <br /> coolers to the attendees of the Wilson Tool Company Picnic on Saturday,August 8,2015 at the <br /> Hanifl Fields and Shelter.The Lions Club has paid the application fee and provided the <br /> necessary insurance for the event. Adoption of the Consent Agenda approved the Temporary <br /> Liquor License for the Hugo Lions Club to serve alcohol at the Wilson Tool Company Picnic on <br /> Saturday,August 8,2015 <br /> Approve Lawful Gambling Exempt.Permit for Dino& Colleen Norring Benefit on <br /> September 27.2015 at the Hugo American Legion <br /> The American Legion Post 620 Auxiliary had submitted a Lawful Gambling Exempt Permit for a <br /> benefit to be held on September 27,2015 at the Hugo American Legion. The benefit is for Dino <br /> and Colleen Norring who are both fighting lung cancer. The permit will allow them to conduct <br /> raffles at the event. Adoption of the Consent Agenda approved the Lawful Gambling Exempt <br /> Permit for the Dino and Colleen Norring benefit. <br /> Approve the Replacement of Public Works Snowplow Truck#201-08 <br /> Included in the City's Equipment Purchasing Fund is$185,000 for the replacement of snow plow <br /> truck#206-06 in the year 2016. Also included in this fund is$185,000 for the replacement of <br /> snow plow truck#201-08 in the year 2018 following the City's 10 year equipment replacement <br /> schedule. After reviewing the maintenance history for these two snowplow trucks,Public Works <br /> staff is recommending that we deviate from our 10 year replacement schedule and shift the <br /> replacement years for these two trucks. Staff is recommending that the truck#201-08 be <br /> replaced 2 years ahead of schedule(2016)and truck#206-06 be replaced 2 years behind <br /> schedule(2018). Truck#201-08 is a Sterling tandem axle plow/dump truck that was purchased <br /> in 2007/08. When this truck was built, it was required to meet the first generation of emission <br /> pollution standards. Over the past 21/2 years,the City has invested over$26,000 in parts and <br /> outside labor for the repairs of this truck. In-house labor and down time is not included in this <br /> cost. The repairs for this truck are consistently due to issues with the emissions system failures. <br /> When the emission system senses an issue,the truck shuts down and will not start again. Staff <br /> must tow the truck to Zeigler in Columbus, MN for repairs. The cost of repairs to this truck have <br /> been considerably higher than the repairs to truck#206-06. Truck#206-06 has been reliable and <br /> staff feels confident that a delay in replacing it should not have negative impacts.The truck that <br /> is being specified by Public Works staff to replace truck#201-08 is nearly identical to the truck <br /> that was ordered one year ago. This vehicle and equipment will be purchased off a state contract <br />
