Hugo City Council Meeting Minutes for July 20,2015 <br /> Page 4 of 7 <br /> through the Cooperative Purchasing Venture(CPV)assuring the City of a fair and discounted <br /> price. Staff has received a trade-in appraisal of$60,000.00 for the existing 2008 Sterling plow <br /> truck currently in operation. Staff feels this is an acceptable value for this truck and will opt to <br /> utilize this offer. Staff recommends that council authorize the trade-in of the 2008 Sterling and <br /> the purchase of a 2016 Mack GU713 SFA chassis and equip it with the snowplow options listed <br /> above at a total cost of$164,087.78. It will take approximately 10-12 months to receive the <br /> completed truck after ordering. Payment will be due upon delivery of the truck in 2016. <br /> Adoption of the Consent Agenda approved the replacement of Public Works snowplow truck <br /> #201-08. <br /> Approve Resolution Approving Site Plan for Hugo Eauipment Company at 13997 Forest <br /> Boulevard North <br /> Quentin Marier,owner of Hugo Equipment Company, is requesting approval of a site plan for a <br /> 2,978 square foot building addition.The addition will be attached to the existing 8,993 square <br /> foot building. The building addition is proposed to be used for cold storage. The property is <br /> approximately 1.7 acres and is located in the General Business zoning district. At its July 9,2015 <br /> meeting, the Planning Commission reviewed and considered the request.There were a few <br /> comments on adding windows to the building addition.The Planning Commission unanimously <br /> recommended approval of the site plan to the City Council. Adoption of the Consent Agenda <br /> approved RESOLUTION 2015-35 APPROVING A SITE PLAN FOR HUGO EQUIPMENT <br /> COMPANY IN THE GENERAL COMMERCIAL ZONING DISTRICT ON PROPERTY <br /> LOCATED AT 13997 FOREST BOULEVARD NORTH. <br /> Award of Bid for the CSAH 7/8 Intersection Project <br /> The City entered into an agreement with Washington County whereby the City is administering <br /> the CSAH 7/8 intersection project. Washington County is funding 100%of the project cost <br /> through the agreement. At this point,the City has opened bids for the project and the next step is <br /> for the City Council to consider awarding a construction contract. City Engineer Jay Kennedy <br /> reviewed the project and bids with the City Council stating that three bids were received. The <br /> low bidder was Dresel Contracting in the amount of$320,351.34. Construction is expected to <br /> begin in mid-August. <br /> Haas made motion, Klein seconded,to award the bid to Dresel Contracting in the amount of <br /> $320,351.34. <br /> All Ayes. Motion carried. <br /> Update on the Bald Eagle Lake Dam Reconstruction Project <br /> City Engineer Jay Kennedy provided an update on the Bald Eagle Lake Dam reconstruction <br /> project. The cost of the project was estimated at$638,000,which was fully funded back in <br /> January through MnDOT Bridge Funds, DNR Dam Safety Funds,and money from the RCWD, <br /> Saint Paul Regional Water Services and the City of Hugo. The City received bids on June 25, <br /> 2015,and project is now estimated to be at$820,000 with permitting. Jay explained that high <br /> construction cost this time of year has made it a more expensive project than originally thought <br /> five years ago, leaving a gap of$152,000.
