The request is a two-level drop in zoning from conservancy to RR1. <br />Mr. Paul Husnik: addressed the City Council refuting a neighbor's public <br />hearing testimony as to why the property should not be rezoned. <br />Councilman McAllister felt that rezoning the property would compromise the <br />City's comprehensive plan, and would create spot zoning. Councilman Miron <br />felt that the rezoning would be consistent with other lots in the area. <br />The Council discussed future public hearings that would be required in <br />conjunction with proposed changes in the comprehensive plan, and the <br />possibility of having another community -attitude survey. It was suggested <br />that survey questions be prepared by the Council for discussion at the <br />time of City "priorities", some time in July, 1991. <br />McAllister made motion, Miron seconded, to adopt ORDINANCE 1991-271, AN <br />ORDINANCE AMENDING CHAPTER 320 OF THE HUGO CITY CODE ENTITLED "ZONING" BY <br />AMENDING THE ZONING DISTRICT CLASSIFICATION OF THE DESCRIBED REAL <br />PROPERTY. <br />VOTING AYE: Miron <br />VOTING NAY: Brunotte, <br />ABSTAINED: Stolt man <br />Motion Failed. <br />Jesinsk:i, McAllister <br />SPECIAL USE PERMIT (F. RIERMAN <br />Fred and Janice Rierman have made application to the City of Hugo for a <br />SUP to operate a welding shop and storage facility in Peloquin Industrial <br />Part%, at the site identified as 15171 Freeland Avenue, Hugo, MN. In <br />September of 1984, the City approved a SUP for Mr. Steve Gaffney doing <br />business as Minnesota Adhesives on the site in question. The site is <br />coned industrial, and consists of approximately 1.7 acres. The type of <br />use being proposed is permitted in the industrial zone by SUP. Currently, <br />Mr. Rierman is working with the City Building Inspector to bring the <br />building in question Up -to -code for the uses currently proposed. The Hugo <br />Planning Commission considered this matter at their meeting of April 24, <br />1.991, and Unanimously recommended approval of the SUP request subject to <br />special conditions. <br />Miron made motion, Brunotte seconded, to approve the request of Mr. Fred <br />Rierman for a Special Use Permit to operate a welding shop and storage <br />facility in the Peloquin Industrial Park, at the site identified as 15171 <br />Freeland Avenue (Parcel No. 93017-2259). Approval is subject to the <br />following special conditions: <br />1. The site shall be maintained in <br />the Minnesota Pollution Control <br />2. The structure on site shall be <br />with the Uniform Building Code <br />Marshal. <br />compliance with all requirements of <br />Agency. <br />upgraded and maintained in compliance <br />and all requirements of the City Fire <br />
