City Council meeting of August 19, 1991 <br />Page 4 <br />RESOLUTION ESTABLISHING COUNCIL PRIORITIES <br />The City Council received a list of programs and projects reviewed by them <br />at their previous priority workshops. The list reflects the Council's <br />ranking of the various programs as community priorities. <br />Brunotte made motion, McAllister seconded, to adopt RESOLUTION 1991-17, <br />RESOLUTION SETTING 199-92 COUNCIL PRIORITIES. <br />VOTING AYE: Brunotte, Jesinski, McAllister, Miron, Stoltzman <br />VOTING NAY: None <br />Notion Carried. <br />The City Council directed the City Administrator to publish the results of <br />the Community Development questionnaire. <br />RESOLUTION ADOPTING PRE.L.IMINARY TAX LEVYiBUDGET <br />As per the Truth -in -Taxation laws, the City is required to adopt a <br />preliminary budget figure and tax levy, and have it certified with the <br />County Auditor by September 3, 1991. Even though the Truth -in -Taxation <br />hearings are not set until later in the Fall, and the final budget and tax, <br />levy is not approved until December, the City Council is required to <br />prepare a preliminary document. It should be noted that the Council has <br />the latitude of reducing the tax levy and budget at its later hearings, <br />but it cannot increase it above the amounts reflected in the submitted <br />draft resolution. The numbers reflect the general tax levy equal to last <br />year's levy, plus an amount to replace approximately $15,000 in lost local. <br />government aid, and the necessary levy to fund the City's debt service. <br />McAllister made motion, Stoltzman seconded, to adopt RESOLUTION 1991-14, <br />RESOLUTION APPROVING PRELIMINARY 1992 BUDGET AND 1991 TAX LEVY COLLECTIBLE <br />IN 1992. <br />VOTING AYE: Brunotte, Jesinski, McAllister, Miron, Stoltzman <br />VOTING NAY: None <br />Motion Carried. <br />McAllister made motion, Jesinski seconded, to adopt RESOLUTION 1991-15, <br />RESOLUTION DECLARING COST TO BE ASSESSED AND ORDERING PREPARATION OF <br />PROPOSED ASSESSMENT FOR CIP PROJECT, PHASE 2 STREET IMPROVEMENTS. <br />VOTING AYE: Brunotte, Jesinski, McAllister, Miron, Stoltzman <br />VOTING NAY: None <br />Motion Carried. <br />AP!lr )GE..'L CALENDAR <br />I -.--.- <br />The City Finance Director has prepared a tentative budget calendar for - <br />your review. We are unable to finalize the various hearing dates, as the <br />County and four school districts get first choice of the public hearing <br />dates. The City cannot hold its hearings on the same days as the County <br />or any of the school districts. <br />
