The second factor, <br />which accounts for the remaining 5.8%, is to retire the additional debt <br />incurred in both phases of the capital improvements program. The City <br />Council previously adopted the proposed tax levy, which called for a 13.7% <br />increase; however, the special assessments recently levied for the second <br />phase of the capital improvements program, were used to reduce the total <br />increase to 10%. it was noted that the truth -in -taxation regulations <br />required that the City publish a notice in the official newspaper to <br />taxpayers that the City originally proposed an increase of 18.3%' <br />Stoltzman made motion, Brunotte seconded, to adopt RESOLUTION 1991-22, <br />RESOLUTION APPROVING 1991 TAX LEVY COLLECTIBLE !N 1992. <br />VOTING AYE: Barnes, Brunotte, Jesinski, Miron, Stoltzman <br />Motion Carried. <br />19 1-92 RESOLUTIO!�LCFRT1_YjNG ASSESSMENT-. <br />Annually, the City of Hugo certifies special assessments to the Washington <br />County Auditor. These are assessments to benefiting property for various <br />public improvements made pursuant to Chapter 429 of the Public Improvement <br />Code. These special assessments are for the following: 1974 Improvement <br />Bonds, 1988 Improvement Bonds, 1988 Series A Improvement Bonds, and 1991 <br />Improvement Bonds. <br />Barnes made motion, Brunotte seconded, to adopt RESOLUTION 1992-23, <br />RESOLUTION CERTIFYING SPECIAL ASSESSMENTS FOR COLLECTION IN 1992' <br />VOTING AYE: Barnes, Brunotte, Jesinski, Miron, Stoltzman <br />Motion Carried. <br />B.E.��QLUTMN CERTIFYING PAID T.LIT' BILLS <br />Pursuant to Chapter 314-21 of the Municipal Code, the City staff is <br />recommending that unpaid utility bills be placed on the tax rolls as liens <br />against the properties identified herein, and collected purspant to the <br />procedures outlined in the municipal code.
