City Council meeting of November 19, 1991 <br />Page 5 <br />The inconvenience would be placed on the applicants in that they might <br />experience further time delays because of the earlier cutoff. <br />Councilmember Barnes withdrew her suggestion from consideration. <br />REDISTRICTING PRESENTATION <br />Pursuant to Minnesota Statutes, the City of Hugo is required to complete a <br />redistricting plan that more evenly distributes population within its <br />wards. In reviewing this redistricting, the City has to take into account <br />handicapped accessible polling places, legislative district boundaries, <br />and physical features. The Council received a copy of the current ward <br />boundaries and the breakdown of population distribution by wards. <br />Consistent with Minnesota Statutes, we have prepared two alternatives for <br />Council consideration. Both Plan A and Plan B divide Ward 3 into two <br />precincts in an effort to reflect a portion of Hugo being added to <br />legislative district 56-A. Administrator Huber reviewed both plans as <br />they define changes in ward boundaries. The Council stated that they <br />preferred Plan A because of fewer changes in the existing ward structure. <br />Stoltzman made motion, Miron seconded, to adopt RESOLUTION 1991-25, <br />RESOLUTION APPROVING REDISTRICTING FOR ESTABLISHMENT OF MUNICIPAL WARD AND <br />PRECINCT BOUNDARIES. <br />VOTING AYE: Barnes, Brunotte, Jesinski, Miron, Stoltzman <br />Motion Carried. ' <br />APPOINTMENTS TO PLANNING COMMISSION <br />The Planning Commission terms previously held by Gail Thoreson and Debra <br />Barnes expire on December 31st of this year. Debra Barnes has resigned <br />her position to serve on the City Council, and Ms' Thoreson has indicated <br />she will not be attending any more Planning Commission meetings this <br />year. She has also indicated she does not want to be reappointed to the <br />Commission. With the two immediate vacancies on the Planning Commission, <br />the City staff is recommending that appointments be made for the balance <br />of this year, and for four-year terms beginning January 1, 1992. <br />Stoltzman made motion, Brunotte seconded, appointing Ken Rubenzer and <br />Brian Olson to fill vacancies on the Hugo Planning Commission. Both terms <br />will expire December of 1995. <br />All aye' Motion Carried. <br />APPOINTMENT TO BOARD OF ZONING ADJUSTMENTS <br />As a result of Ms. Debra Barnes's appointment to the City Council, there <br />is a vacancy on the Board of Zoning Adjustments. As per City ordinance, <br />the replacement on the Board of Zoning Adjustments must come from the Hugo <br />Planning Commission membership. The City Council asked that this matter <br />be discussed by the Planning Commission at their meeting of November 26, <br />1991 to see if a member will volunteer to fill the position' <br />
