City Council meeting of December 2, 1991 <br />Page _ <br />Commission considered this matter at their meeting of November 26, 1991, <br />and unanimously recommended approval of the request subject to special <br />conditions. <br />Jesinsk:i made motion, Brunotte seconded, to approve Certificate of Survey <br />#12-2-91, and waiver of the formal platting requirements, for Arnie and <br />Elvira Gruett to subdivide 12.89 acres .into two lots, one consisting of <br />approximately 7.89 acres, and one of 5 acres. Parkland dedication is not <br />required because no new lots are being created with this subdivision. <br />Approval is subject to the following special conditions: <br />1. Survey approval shall be contingent on compliance with the survey <br />conditions, as well as a grading, stormwater drainage plan, and the <br />survey submitted. <br />2. All conditions of survey approval must be met prior to the stamping of <br />any deeds for recording by the cit`f' clerk: unless permitted by council <br />action. <br />3. The property lines on site be identified by the owners to assure <br />property setbacks when buildings are to be constructed .if required by <br />the building inspector. All lots must be properly staked. <br />4. Proposed driveway or drainage areas within the area surveyed must <br />include the installation of a minimum 15" diameter-, corrugated metal <br />culvert in a manner acceptable to the Gity. <br />5. No building permits shall be issued until survey has been approved and <br />recorded with Washington County. <br />5. All conditions of approval by Rice Creek Watershed District must be <br />complied with. <br />7. All fees relating to this subdivision shall be paid by the applicant <br />including the cost of recording documents with Washington County. <br />8. Any driveway permits requiring access to highways or county roads may <br />not be issued until the necessary permits are secured from Washington <br />County. <br />9. The minimum lowest floor elevation on Parcel B shall be 2' above the <br />100 year flood mart: or 4' above the high groundwater mark:, whichever <br />is greater. <br />10. No improvements, grading, or landscaping __.hall be permitted in the <br />identified drainage arvaR without the express written authorization of <br />the City and the appropriate watershed district.. <br />11.. All property owners shall be responsible for maintenance of drainage <br />areas within easements on their property. The owners shall :-amply <br />with all conditions and restrictions applicable to identified <br />wetlands. <br />12. The developer shall permit access to the referenced site for periodic <br />inspections to assure conformance with the conditions of survey <br />approval. <br />All aye. Motion Carried. <br />ADMINISTRATOR SEARCH COMMITTEE REt='C."rRT <br />The City Council received a copy of a report from the Search Committee <br />regarding the method of recruitment of a city administrator- for the City <br />of Hugo. The Committee unanimously recommended that the City Council hire <br />Mr. Jim Primeyer of Sathe and Associates to conduct the search for a city <br />administrator.
