City Council meeting of March 5, 1990 <br />Page 2 <br />On behalf of Keystone Builders, Mr. Bob Kiewel has made application to the <br />City of Hugo for a variance to construct a three car attached garage at <br />12180 Upper Heather Avenue (Lot 6, Block 1, Dellwood Ridge Subdivision)' <br />The property in question is zoned RR2 and is approximately 5 gross acres <br />in size. The garage size being requested is 975 square feet and the <br />maximum permissible under the City's current ordinances is 720 square <br />feet. The request in question is consistent with the current Council <br />policy regarding oversized garages up to 1,000 square feet in size. <br />McAllister made motion, Vail seconded, to approve the variance request of <br />Keystone Builders for the construction of a 975 square foot attached <br />garage at 12180 Upper Heather Avenue (Lot 6, Block 1, Dellwood Ridge). <br />The garage is to be used for residential purposes only. <br />All aye. Motion Carried. <br />VARIANCE REQUEST - SIGN LOCATION <br />On behalf of Dennis Fleischman and Dora Lee, Mr. Kevin Vacinek has made <br />application to the City of Hugo for a variance to allow an advertising <br />sign on the property identified as 5855 - 165th Street, Hugo, MN (tax <br />parcel 93008-3020 and 93008-3030). The front yard setback requirement for <br />signs in an industrial zone is 40', and Mr. Vacinek would like to allow <br />his sign to remain on site within seven feet of the front property line. <br />In November of 1988, the City Council approved a special use permit for <br />the concrete ornament manufacturing business in question. Special <br />condition 44 of this special use permit stated as follows: "All <br />advertising on site must be consistent with City ordinances". Mr. Vacinek <br />has proceeded and installed the sign in question without securing the <br />required permits and has located the sign as previously noted. <br />It was the consensus of the Council that because Mr. Vacinek was aware <br />that placement of any sign must comply with City ordinances and installed <br />the sign without a permit, and there is no hardship to the land as needed <br />to grant variances, that the variance should not be granted. <br />Olson made motion, McAllister seconded, to deny the request of Kevin <br />Vacinek for a variance to allow an advertising sign at 5855 165th Street <br />seven feet from the front property line because no hardship was <br />demonstrated, and Mr' Vacinek was aware of City regulations regarding the <br />placement of signs on property. <br />All aye. Motion Carried. <br />On behalf of Mr. Judd Jackson, Messrs. Brian McGoldrick and George D. <br />Crockett III have made application to the City of Hugo for site plan <br />approval to upgrade and remodel an industrial building located at 5100 <br />130th Street North, Hugo, MN. The facility in question will be used to <br />house the production and distribution of products manufactured by <br />Phototech Products and Dyna Glass, Inc. In our discussions with Mr. <br />Crockett, he has indicated a commitment to cleaning up the site in <br />
