City Council meeting of July 16, 1990 Page 2 The City Council received a copy of the Municipal Service Charge Agreemen between the Washington County HRA and the City of Hugo. This agreement allows the HRA to transact business and exercise its powers within the corporate boundaries of the City. It provides for the HRA to pay a service charge to the City for services and facilities furnished to the project. It provides for a payment in lieu of taxes in the amount of approximately 5% of the aggregate shelter rentals of the project. It also provides for a special service charge to be implemented in lieu of special assessments that might be applicable. This agreement also provides for City consultant fee reimbursement relating to said project. The agreement is consistent with the verbal commitments of the HRA at the time this project was originally proposed to the City. McAllister made motion, Vail seconded, to adopt RESOLUTION 1990-20, RESOLUTION AUTHORIZING MUNICIPAL SERVICE CHARGE AGREEMENT. VOTING AYE: Vail, Olson, Jesinski, McAllister, Atkinson VOTING NAY: NONE Motion Carried. The City Council received a copy of a resolution requesting assistance from MNDOT regarding sidewalk and curb and gutter replacement along Highway 61 from 142nd Street north to 147th Street. This request is to b addressed in conjunction with the proposed upgrading of Highway 61, as reflected in the State Highway Department's 20 -year plan. This request is also consistent with Council priorities regarding the upgrading of Hugo's business district. Olson made motion, Jesinski seconded, to adopt RESOLUTION 1990-21, RESOLUTION REQUESTING MNDOT PARTICIPATION FOR SIDEWALK AND CURB/GUTTER IMPROVEMENTS ON TRUNK HIGHWAY 61. VOTING AYE: Olson, Jesinski, McAllister, Vail, Atkinson VOTING NAY: NONE Motion Carried. On Thursday, July 12, 1990, interviews were conducted of candidates for the position of 1st Assistant Fire Chief with the Hugo Volunteer Fire Dept. Mayor George Atkinson appointed an interview panel consisting of City Councilman, Deane Vail, former Fire Chief, Ken Granger, and the City Administrator, Ken Huber, who are directed to conduct the required interviews, and forward their recommendation to the City Council' McAllister made motion, Vail seconded, that the City Council make the following appointments to the Hugo Fire Department: Jim Compton, 1st Assistant Fire Chief, and Brett Kostruch, 2nd Assistant Fire Chief effective immediatelv.
