City CoUncil meeting of August 6, 1990 <br />Page 5 <br />15. All conditions of the special use permit must be met prior to issuance <br />of the certificate of occupancy. <br />16. A building permit must be applied for within 1211 days from permit <br />approval, and substantial construction of any building and <br />improvements must be underway within 1270 days of permit issuance. <br />17. Property lines must be identified on site by owner to assure proper' <br />setbacks when buildings are to be constructed, if required by the code <br />enforcement officer. <br />18. No significant deviations from the approved site plan shall be <br />permitted. <br />19. Encroachment into the designated easement on site shall be prohibited. <br />20. The applicant and/or owner shall permit access to the referenced site <br />at reasonable times for periodic inspections to assure compliance with <br />this permit. <br />21. On-site facilities shall be served with municipal sewer and water, as <br />per City policy. <br />^?. No automotive repair or e-terior sales shall be permitted on site. <br />All aye. Motion Carried. <br />PARk" IMPROVEMENT PROGRAM <br />As per Council direction, the City Engineer has prepared a part:: develop- <br />ment plan, which would improve the ballfields on the part: north of City <br />Hall. The plan involves the reorientation of the ball diamonds, upgrading <br />of the facilities, and additional parking. The intent of the plan is to <br />be establish a focal point for the athletic complex around the part:: <br />shelter, the restrooms, and concession stand area iU=_.t north of the water <br />tower. Cost estimates have been prepared, and submitted to the Council. <br />for their review. It should be noted that Phase 1 of this improvement car, <br />also be divided into two phases, as each ball diamond can be improved <br />without an impact on the other. It would be our intent to fund all, or <br />any portion of this plan, from the City's part -.-.land acquisition and <br />development fund. <br />Atkinson made motion, 'Fail seconded, to approve the part::./ballfields plan, <br />as prepared by the staff, and authorize preparation of plans and <br />specifications for the proposed part:: development plan, Phase 1, in the <br />amount of approximately $46,000, to be started this fall and completed <br />ne;:t spring. <br />All aye. Motion Carried. <br />APPOINTMENT OF 1990 ELECTION JUDGES <br />Atkinson made motion, Olson seconded, to adopt RESOLUTION 199(-_)-221 <br />RESOLUTION APPOINTING ELECTION JUDGES FOR THE PRIMARY AND GENERAL ELECTION <br />IN 1990. <br />VOTING AYE: Olson, Jesinski, Vail, McAllister, Atkinson <br />VOTING NAY: None <br />Motion Carried. <br />
