City Council meeting of October 15, 1990 <br />Page 4 <br />and make recommendations for changes to bring the City's overall traffic <br />devices into compliance with the Minnesota manual on uniform traffic <br />control devices for streets and highways. The Federal Highway Safety Act <br />of 1973 provides for reimbursement of up to 90% of the eligible material <br />costs for implementing this program. The City's obligation would be for <br />10% of the cost of implementation, labor, and agreeing to maintain such <br />material installations in a satisfactory condition. The City would have <br />to remove, replace, or install all regulatory and warning signs, <br />delineators, and object markers necessary to comply with Minnesota <br />standards. It should be noted that this grant covers only non -electrical <br />traffic devices. If the City would like to proceed and participate in <br />this program, the appropriate action would be to pass a resolution of <br />intent to participate, and designate the City or county engineer as the <br />individual responsible for the making of necessary studies and inventory <br />of signs for this project. Approval by the various governmental agencies <br />is subject to approval of the field inspection, materials certification, <br />and satisfactory review of claims documents. <br />Atkinson made motion, McAllister seconded, to adopt RESOLUTION 1990-31, <br />RESOLUTION OF INTENT TO PARTIPATE IN THE OBTAINING OF GRANT FUNDS FOR THE <br />IMPLEMENTATION OF A SAFETY -SIGNING PROGRAM FOR THE CITY OF HUGO. <br />VOTING AYE: Jesinski, Vail, McAllister, Olson, Atkinson <br />VOTING NAY: None <br />Motion Carried. <br />Atkinson made motion, McAllister seconded, that the City Engineer be <br />appointed as the individual responsible for the making of necesary studies <br />and inventory of signs. <br />All aye. Motion Carried. <br />Atkinson made motion, McAllister seconded, to drop Items 5, 7, 8, and 10 <br />of Resolution 1190-27, pending the approved grant funding of the <br />traffic -control devices. <br />All aye. Motion Carried. <br />As per Council direction, the City has received a quote for the <br />installation of a cul-de-sac at the termination of 125th St' just east of <br />Fiona Ave. This improvement was to be made by the developer in <br />conjunction with the approval of Nicholson's minor subdivision. If the <br />City wishes to proceed, based on the fact that Mr. Howard Nicholson has <br />not completed the work by October 16, 1990, the appropriate action would <br />be to direct the making of this improvement and award the quote to the <br />lowest bidder, with financing of this improvement by the financial deposit <br />provided by the developer. The original estimated cost of this <br />improvement by the developer was $8,198. <br />McAllister made motion, Olson seconded, that the City accepts the bid oi <br />
