City Council meeting -of January 3, 1989 <br />Page 5 <br />Councilman McAllister stated that the land west of Parcel "A" has a <br />drainage problem and should be looked at closely at the time of <br />application for subdivision. Mr. Dan Part%s, representing Heritage <br />Development, stated that they are just starting to work: with Rice Creek <br />and the DNR regarding drainage. Parcel "B" will be used for holding <br />runoff from the development, and will not be used for building sites. <br />McAllister made motion, Olson seconded, to adopt ORDINANCE 1989-253, AN <br />ORDINANCE AMENDING CHAPTER 720 OF THE HUGO CITY CODE ENTITLED "ZONING" BY <br />AMENDING THE ZONING CLASSIFICATION OF THE DESCRIBED REAL PROPERTY. <br />VOTING AYE: McAllister, Jesinski, Olson, Vail, Atkinson <br />Motion Carried. <br />REZONING REQUEST (MARGARET DOERRER <br />Margaret and Nancy Doerrer have made application to the City of Hugo for - <br />the rezoning of a 20 acre tract of land from conservancy to agricultural. <br />The property in question is located south of 165th St. approximately 1/2 <br />miles west of Highway 61. The property abutts an industrial zone at it's <br />east and south borders and abutts on conservancy zones on the north and <br />west. Ms. Doerrer indicates that the ultimate intent is for the parcel in <br />question to be subdivided into two 10 acre tracts for future development. <br />It was pointed out to the applicant that a rezoning does not necessarily <br />constitute an approval of the subdivision. To properly subdivide the <br />property in question, an application for subdivision must be submitted and <br />all of the provisions of our ordinance must be complied with. The Hugo <br />Planning Commission unanimously recommended approval of the rezoning after <br />holding the required public hearing. <br />McAllister made motion, Atkinson seconded, to adopt ORDINANCE 1989-254, AN <br />ORDINANCE AMENDING CHAPTER 320 OF THE HUGO CITY CODE ENTITLED "ZONING" BY <br />AMENDING THE ZONING CLASSIFICATION OF THE DESCRIBED REAL PROPERTY. <br />VOTING AYE: McAllister, Jesinski, Olson, Vail, Atkinson <br />Motion Carried. <br />INDIVIDUAL SEWER TREATMENT ORDINANCE <br />The city staff has completed it's draft of the proposed on-site septic <br />system ordinance as per Council direction. The ordinance is being <br />prepared from the Washington County ordinance, and is being revised to fit <br />Hugo's needs and individual situations. All licensing, inspections, and <br />certification would be handled by Washington County while the Board of <br />Appeals would be the Hugo City Council. Th,e Council was provided with a <br />draft ordinance for their review, and will be discussed at the Council <br />meeting of 1/17/89. <br />
