A I/ <br />City Council meeting of 2/21/89 <br />Page 6 <br />areas of the community that are experiencing rapid growth. We feel the <br />city should start planning now to develop a more comprehensive approach to <br />providing civil defense warnings within the community' It may take the <br />city as long as five years to accomplish phase one of the program, <br />however, we feel that a policy should be approved by the council and we <br />should begin planning to meet ongoing needs of the community with regard <br />to a proper warning system. Please keep in mind that like any policy, <br />this is subject to modification. City staff recommends council approval <br />of the policy statement and early warning system map. <br />Atkinson made motion, Olson seconded, that the City of Hugo adopt the <br />policy statement and early warning system map as follows: <br />1. The early warning system should be expanded as the community grows. <br />2. Sirens should be located on city property or easements at locations <br />that can best serve developed areas and future growth. <br />3. A special fund shall be established to improve the city's early <br />warning system. <br />4. The city shall provide the most efficient and economical system <br />available. <br />5. The siren vicinity map should be used as a guide in locating early <br />warning systems mechanical equipment. <br />6. Funding for the system shall be from the following sources: <br />A. General Fund <br />B. Special Tax levies <br />C. Federal and state grants <br />D. Developer fees <br />E. Other sources as designated by the City Council <br />7. The city should budget funds annually for improvement and maintenance <br />of the system' <br />All ave. Motion Carried. <br />MISCELLANEOUS <br />Atkinson made motion, Vail seconded, to accept the resignation of Gerald <br />Sullivan from the Hugo Planning Commission effective immediately' <br />All aye. Motion Carried. <br />Mayor Atkinson referenced a letter of complaint from property owners <br />adjoining the Tara Arhip property. The city administrator is to forward a <br />copy of the letter to the city's prosecuting attorney to deal with along <br />with other charges against Ms. Arhip. <br />The city received an ICR report from the Washington County Sheriff's <br />Office regarding a possible after hours violation at Ricci's Saloon' The <br />report is to be made a part of Ricci's Saloon liquor file, and a copy of <br />the report is to be sent to Robert Ricci. <br />Washington County Public Works submitted a sign placement recommendation <br />for Ethan Avenue/120th Street (north of Bald Eagle Lake) totaling <br />approximately $2,000.00. Mayor Atkinson suggested that the recommendation <br />be considered at 1990 budget time. <br />
