Without this aid shift, the <br />City's tax levy would increase 9.6% over last year's levy. Of this <br />increase, the amount for debt retirement is 2.91. The total tax levy <br />increase, as proposed, is 25.6%. As per the provisions of the Truth in <br />Taxation statute, a notice of public hearing was published in the St. Paul <br />Pioneer Press on November 15, 1989. This notice encourages public <br />participation at the budget hearing scheduled for 7:00 PM, December 4, <br />1989. <br />There were approximately 45 residents present at the public hearing, and <br />Jerome Jessen, Dennis Shultz, and Patti Irving inquired about the City's <br />tax increase and the increase in Mahtomedi's school district tax levy. <br />Ms. Irving asked about the 9.6% increase had there not been a shift in <br />state aid. City Administrator Huber responded that the increase was due <br />to the increase in the cost -of -living, the Finance Director's position, <br />and the overall increase in the City's contractural obligations. There <br />were no other questions or comments from the audience. <br />McAllister made motion, Vail seconded, to adopt RESOLUTION 1989-^8, <br />RESOLUTION APPROVING 1989 TAX LEVY COLLECTIBLE IN 1990. <br />VOTING AYE: McAllister, Jesinsk:i., Olson, Vail, Atkinson <br />VOTING NAY: NONE <br />Motion Carried. <br />REZONING REQUEST (F. SUESS) <br />Mr. Fred Suess of 57-5 165th Street North has made application to the City <br />of Hugo to rezone a 10 acre tract of land from industrial to agriculture. <br />The property is generally located west of Highway 61 and south of 165th <br />Street. Said tract is legally described as the East 443' of the West <br />1,168' of the North 948' of the NE 1/4 of the Sly} 1/4 of Section 8, T31N, <br />R1W. The property is adjacent to an agricultural zone on the west, and <br />industrial zones on the east and south. At the November 21, 1989 regular <br />meeting of the Hugo Planning Commission, a public hearing was held to <br />secure input on this request. At said Planning Commission meeting, the <br />Commission voted unanimously to recommend the rezoning in question stating <br />that they do not feel that this, area is suitable for industrial <br />development in light of the fact that there is an existing single family <br />residential home on the property, and that the property is being used <br />primarily for residential purposes at this time. <br />McAllister made motion, Jesinsk:i seconded, to adopt ORDINANCE 89-263, AN <br />ORDINANCE AMENDING CHAPTER 320 OF THE HUGO CITY CODE ENTITLED "ZONING" BY <br />AMENDING THE ZONING DISTRICT CLASSIFICATION OF THE DESCRIBED REAL <br />PROPERTY. <br />VOTING AYE: McAllister, Jesinst.-.i, Olson, Vail, Atkinson <br />VOTING NAY: NONE <br />Motion Carried. <br />
